This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Supervisory Realty Officer to provide program management for the real estate/real property functions of Fort Belvoir, Rivanna Station, Fort Belvoir North, and leased property and facilities.

Duties

Serves as a Supervisory Realty Officer to provide program management for the real estate/real property functions of Fort Belvoir, Rivanna Station, Fort Belvoir North, and leased property and facilities. Directs the work of the Real Property Branch, performing a full range of supervisory functions including planning and scheduling work assignments on a long-range basis and developing plans for organizational structure and changes. Develops and manages the installation real estate and real property programs. Independently plans, designs, and carries out major projects, studies, and realty programs, interprets DOD, Army, and Major Command regulations, guidance and goals, and local policy and regulations in consonance with established objectives. Administers the real estate out-granting program at Fort Belvoir. Ensures budget allocations are available when required for funding renewal of existing in-grants, new acquisitions, and realty services that may be required from the Corps of Engineers or other Federal agencies. Appointed Real Property Accountable Officer empowered with authority for transfer and acceptance of real property; transfer of equipment-in-place items from the real property records to the Property Book Officer. Maintains records on planned building disposals resulting from replacement by new construction, or compliance with the Facility Reduction Program. Supervisory duties include assigning work to subordinate employees; providing technical oversight; evaluating work performance of subordinates; interviewing candidates for positions; taking disciplinary action; identifying training needs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires you file a Financial Disclosure Statement, OGE-450 upon appointment and annually thereafter.
  • TDY 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal Service which includes consulting and providing technical advice on real property accountability to assure compliance with public laws, Federal Management Regulations, and guidance; executing the process to establish new or the renewal of leases, easements, permits and other legal agreements; ensuring accurate maintenance of real estate records and reports; establishing/maintaining a Real Property Inventory (RPI); participating in decisions on demolition and renovation of facilities; developing out-granting use special conditions for inclusions in Reports of Availability for lease, easement, permit, license, and consent agreements. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone -- no substitution of education for experience is permitted.
