As an Equal Employment Opportunity Specialist with the Office of Resolution Management, Diversity and Inclusion (ORMDI) you will process complaints involving alleged or documented infractions involving equal employment opportunity (EEO) cases. The duties below reflect those at the full performance level. Applicants at lower levels will perform the same duties in a developmental role.
Duties
Identifies and interviews witnesses to obtain evidence and sworn testimony relevant to the claims being investigated.
Independently plans and coordinates complex investigations based on the forum in which the allegation is to be investigated.
Responds verbally and in writing to inquiries pertaining to the status of complaints procedures, policies, etc.
Notifies appropriate individuals within chain of command when liability is discovered at any stage of the investigation.
Research EEO regulations, case laws, and policies.
Conduct EEO training for customers to prevent violations of equal employment laws.

Qualifications
Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS11-To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Preparing case files for administrative review; (2) Reviewing testimonies to produce an investigative record; (3) Preparing documents to initiate investigations.
Or applicants may substitute education for the experience required to qualify at the GS 11 level: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or L.L.M., if related.
Or applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11 level.
GS12-To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Providing technical guidance to staff on EEO procedural decisions; (2) Conducting training to enhance office skills of EEO processes; (3) Reviewing testimonies to coordinate investigations; (4) Responding to inquiries for status of EEO complaints.

There is no educational substitution for the GS12 level.
