Duties
The Director of the Governance and Strategy for Information Management, Data, and IT Programs Division provides leadership and direction and plans the design, development and administration of the NRC's enterprise and data architecture; data and information technology (IT) governance objectives; information management (IM) programs including, records management, Freedom of Information Act (FOIA), information collections, and library services. Provides support to NRC through leadership, governance, policy setting, advisory services, and collaborative outreach to optimize enterprise data and information assets. The Division is responsible for ensuring data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the agency. Provides agency-level liaison with external entities on mutual data and IT governance and IM programs. Provides authoritative advice and counsel to the Chairman, Commission, and other senior officials on records management and FOIA consistent with applicable laws and guidance from National Archives and Records Agency (NARA) and the Department of Justice. Serves as the agency Chief Data Officer. Serves as the Senior Agency Official for Records Management.

Qualifications
You must have substantial supervisory or leadership experience which demonstrates the ability to successfully carry out the roles and responsibilities described above, typically evidenced by experience in progressively more responsible supervisory or leadership positions. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. Applicants who do not meet or do not demonstrate possession of the ECQs and PTQs in their application will be eliminated from further consideration.

Challenge-Context-Action-Result (CCAR) Model
Use one to two examples of relevant experience for each ECQ. The number of examples is not as important as ensuring that your experience matches the ECQ criteria.
Challenge - Describe a specific problem or goal.
Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action - Discuss the specific actions you took to address a challenge.
Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of….) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). PTQ 1 - Broad knowledge of Information Technology (IT), data and information management (IM) programs and policies sufficient to develop, implement, and lead strategic, operational and business processes that enable effective governance of IT, IM, and data programs.
PTQ 2- Broad knowledge of Federal IT, data and IM laws, regulations, policies, and practices, including the Evidence Act, FOIA, FITARA, the Privacy Act and other government information disclosure policies, and the regulations and processes of the Office of Management and Budget and the National Archives and Records Administration related to the retention, disposition, and archiving of Federal records.
PTQ 3 - Broad knowledge of the application of IT to the management of data and IM functions, including structured and unstructured data lifecycle, full-text, workflow, records management, document search and retrieval, Web management, and document imaging hardware, software, and systems.
