Duties
The Critical Infrastructure Specialist for CISA Region 4 is a key member of the Regional Operations Branch.
Typical work assignments include:
Maintains awareness of critical infrastructure operational activities, progress, and issues to maintain situational awareness within the region.
Gathers information and develops recommendations for programs related to critical infrastructure protection, incident response support, information sharing, and other topics as assigned to facilitate regional infrastructure protection.
Assists in the development, coordination, and implementation of critical strategic infrastructure plans to provide feasible courses of action as needed.
Provides analysis support for critical infrastructure dependencies and interdependencies within the region, with a focus on conducting cascading effects analysis.
Provides situational awareness during regional contingencies, exercises, and special events to leadership to keep various stakeholders informed.
Facilitates critical infrastructure threat information sharing.
Serves as a primary focal point for information sharing between leadership, field staff, and stakeholders to maintain situational awareness and provide operational support.
Qualifications
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Gathering, identifying, and analyzing threats and hazards to critical infrastructure;
Assisting with written policies and procedures;
Assisting with coordinating, developing, and implementing of critical strategic infrastructure plans; and
Assisting leadership regarding the analysis of critical infrastructure dependencies and interdependencies within region/district programs.
OR
EDUCATION: A. Master's or equivalent graduate degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Implementing strategic and operational planning responsibilities for the region;
Planning and executing ongoing programs, projects, initiatives and/or procedural changes, and leads the analysis for impacts on critical infrastructure assets within the region; and
Reviewing and analyzing regional plans, policies, and security procedures and other matters of importance with leadership guidance.
OR
EDUCATION: A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Leading the analysis of critical infrastructure dependencies and interdependencies within region/district programs;
Developing regional critical infrastructure analysis by sector to identify vulnerabilities;
Advising senior leadership Headquarters personnel of critical infrastructure trends in the region; and
Participating in the development of Regional Strategic Plan and operational planning responsibilities.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-
-no substitution of education for experience is permitted at the GS-12 grade level.
