This position is organizationally aligned to the Education Service, at the Jesse Brown. VA Medical Center (537, Chicago, IL - a complexity level 1b VHA facility. The primary purpose of this position is to provide program analysis work in support of daily operations, which include identifying and resolving a full range of administrative and personnel concerns affecting the Education Service.
Duties
The following MAJOR DUTIES are at the FPL GS-11 grade level:
Assessing and identifying priority areas for educational intervention;
Assessing administrative leadership and organizational factors as they affect human performance, to identify priority areas for educational intervention.
Participating in systematic needs assessments and identifies areas for educational programming.
Planning, developing and/or implementing educational/staff development activities based on information retrieved from assessed needs in a cost-effective manner.
Collaborating with the Director of Education on the development, coordination and evaluation of present and future educational activities that can be addressed on a medical center-wide level.
Communicating in a-VA and extra-VA educational activities to appropriate staff.
Serving as a consultant to review educational materials, programs, and projects produced by other personnel or outside persons/companies.
Initiating change in education/staff development activities based on current findings and concepts from research studies.
Designing educational materials and methodology according to performance objectives and student needs, utilizing traditional methods, multi-media, and teleconferencing/ videoconferencing effectively.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, current facility applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
To meet the Individual Occupational Requirement, you must possess one of the following: Undergraduate and Graduate Education: Major study education or a subject area related to the position to be filled.
OR
For any Training Instructor Series above the GS-5 Level you must meet the specialized experience as follows: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the Individual Occupational Requirement above the following is the specialized experience to qualify for this position at the GS-09/11 grade levels.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples are teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in similar field, and having a practical knowledge of the educational process and the principles of adult learning to teach;; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc.; experience in a health care environment that required training or instructing others on a regular basis; using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; applies analytical and evaluative methods by interpreting data and providing reports concerning program efficiency and effectiveness; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess masters or equivalent graduate degree or successful completion of two (2) full years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D., if related to the Training Specialist position, obtained in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Transcripts Required). OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11 (Transcripts Required).
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples are use of quality improvement principles, practices, and tools necessary for evaluation of processes and for development of effective follow-up. Working knowledge of the educational process and principles of adult learning in order to assess, design, implement, and evaluate educational activities for health care professionals and non-professionals in all fields. Working knowledge of the health care environment in order to successfully plan educational activities to impact that setting. Interpretation of personality, cognitive, and psychosocial variables as they relate to human performance and group dynamics. Use of computer, audiovisual, and teleconferencing/videoconferencing equipment. OR
Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.(Transcripts Required) OR
