Duties
You will serve as the Supervisory Program Analyst for the Strategic Concepts Branch.
You will provide the Chief of Naval Operations (CNO) with strategic guidance for the Program Objective Memorandum which translates strategy into programmatic guidance in support of national guidance and CNO priorities.
You will assist with the development, evaluation, testing, and coordination of Joint and naval operational concepts.
You will assist in the planning of national defense, national security, or international affairs strategies.
You will develop concepts and strategic guidance to leadership through maritime strategy and strategic concepts.
You will manage branch administrative requirements to include: awards, manpower utilization, and contractor support and personnel evaluations/assessments.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing. Examples of specialized experience may include the following: 1.) Assisting in the development and implementation of national defense strategies, national security policies, or operational concepts; 2.) Analyzing and assessing the application of sea-power to achieve national security objectives through strategy, concepts, and communicating concerns to the higher echelon offices; 3.) Performing planning and programming procedures, such as assessing strategy or policy documents, in support of national security or international affairs; 4.) Analyzing strategic investment or other financial decisions to provide guidance on the Program Objective Memorandum (POM); and 5.) Analyzing variables that impact the effective development, interpretation, or implementation of national security or other U.S. strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
