This position serves as Deputy Assistant Director, Public Safety & Border Security within Homeland Security Investigations (HSI). HSI's Public Safety & Border Security Division oversees a wide variety of investigative and special operations programs targeting transnational criminal organizations that exploit America's legitimate trade, travel and financial systems for illicit purposes.
Duties
As the Deputy Assistant Director, Public Safety and Border Security you will be responsible for seven units: National Targeting Center-Investigations, Human Smuggling, Special Operations, National Gangs and Violent Crimes, Narcotics and Contraband Smuggling, Organized Crime Drug Enforcement Task Force Fusion Center, and International Organized Crime Intelligence and Operations Center.
Working closely with the Assistant Director, Countering Transnational Organized Crime (CTOC) in planning, directing, managing, coordinating, and overseeing all policies, procedures, and guidelines concerning a wide variety of investigative and special operations programs targeting Transnational Criminal Organizations involved in human smuggling, narcotics trafficking, racketeering, violent gang activity and other crimes enforced by HSI.
Planning, directing, managing and coordinating all HSI investigative efforts to track, identify, disrupt and dismantle key operations within areas of public safety, border and national security to include illicit opioids, narcotics and contraband, human smuggling, transnational gangs and violent crimes.
Maintaining oversight of the investigative activities of field assets and advise the Assistant Director, CTOC, HSI and ICE senior leadership in the formulation and administration of policies affecting the mission of HSI, ICE, and DHS. Monitoring the investigative activities of field offices that are within your investigative portfolio and ensuring the Department, HSI, and ICE policy is consistently applied.
Serving as a liaison with Departmental, inter-agency, and community partners on investigative matters. Developing short-and long-range investigative operational plans for review and approval by the HSI Executive Associate Director. Coordinating and where possible integrate investigative operations with other HSI programs.
Establishing and maintaining effective working relationships with various high-level individuals including Members of Congress and their staff; other legislative and executive agencies; executives of major corporations and distinguished members of the public; agency or department management and law enforcement officials; government officials; government agencies and foreign governments; and other institutions with related interest, in order to advance the programs and objectives of the agency.
Monitoring the personnel, budgetary, and logistical needs of the division. Review organizational structure and function responsibility of the office and determines whether adjustments are needed and implements changes accordingly.
Assuring effective expenditure of appropriated and non-appropriated funds and authorizes cost-savings initiatives to increase efficiency while reducing operating costs.
Qualifications

(1) BASIC QUALIFICATIONS:
As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.
As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
Supervising the work of employees, developing policy and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.
(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):
The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Current and former SES members and graduates of approved Candidate Development Programs do not need to submit ECQ narratives but you must clearly state your status in your resume. However, ALL CANDIDATES must submit narrative responses for the Technical Qualifications listed below.
(3) TECHNICAL QUALIFICATIONS - Mandatory
Expert knowledge of the mission, functions, investigative standards, capabilities, activities, organization, goals and objectives of HSI; Demonstrated ability to formulate strategic objectives, implement initiatives to counter transnational organized crime, leverage multi-agency coordination, and communicate effectively and work constructively to strengthen internal and external partnerships (including the White House, Congress, Federal agencies and/or organizations, State and local governmental bodies, international law enforcement organizations, representatives from businesses and stake holders in the private sector).
Experience in leading investigative activities and operational plans in areas of investigations related to public safety, border, and national security (e.g., combatting transnational criminal organizations, illicit opioids, narcotics and contraband, human smuggling, gangs and violent crimes, et al.).
