This position is with the VA Southeast Network (VISN 7) VA Healthcare Systems located in Atlanta, GA in the Financial Management Service. You will perform assigned duties in a manner that promotes adherence to Employee Compensation-related Federal Laws and Regulations and established VA Financial Policies, Procedures and Best Practices, outstanding customer service.
Duties
The duties of the position include:
Investigates Employee compensation-related errors and/or anomalies through analysis of the VA Financial Management and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery.
Reviews and reconciles various types of Employee compensation and leave transactions.
Uses the following components of the VA financial management systems: DCPS, Remedy, ETA, VATAS, HR-Smart, ThinClient, and FMS.
Troubleshoots issues in critical or emergency situations, such as with the transmission of time-sheet data to DFAS.
Recommends and implements solutions and workarounds and documents all communicative efforts and resolutions in the incident record/service request.
Provides training for Healthcare System employees and customers.
Troubleshoots issues in critical or emergency situations, such as with the transmission of timesheet data to DFAS.
Performs other related duties as assigned.
PREFERRED EXPEREINCE: EXPERIENCE WORKING IN PAYROLL
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00 am - 4:30 pm. Some weekends depending on when payroll reports land, rotational and maybe one weekend a year.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews and reconciles various types of Employee compensation and leave transactions; Uses various financial management systems to track pay issues, answer questions and using timekeeping systems, HR automated systems; Experience with troubleshooting, recovering, adjusting, modifying and improving financial systems to provide support.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of a Master's or equivalent graduate level education. OR Superior Academic Achievement. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies listed below. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. GS-9 Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepare of research specifications and planning for systems expansion or implementation of new systems; Experience with pay and leave entitlements which covers: pay systems, salary and wages, pay administration, recruitment, relocation, and retention incentives, student loan repayments, leave administration, and work schedules; Experience with troubleshooting, recovering, adjusting, modifying and improving financial systems to provide support; Investigates compensation-related errors and/or anomalies through analysis of Financial Management and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery; and Uses various financial management systems to track pay issues, answer questions and using timekeeping systems, HR automated systems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.

Physical Requirements: The work is principally sedentary. The work is performed in a typical office/call center environment, an area of moderate noise, one that is well lighted and air-conditioned. The position involves permanent tours of duty involving day and evening tours of duty.
