This ND National Guard position is for aSEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF), Position Description Number T568000 and is part of the ND JOINT STAFF, National Guard.
Duties
Serves as the Brigade (BDE) Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, Under the supervision of the Sexual Assault Prevention and Response Officer (State SAPR).
Serves as the BDE Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the BDE CDR. Establishes sexual assault reporting process and accomplishes documentation for the BDE program while coordinating and collaborating with the State SAPR and subsidiary BDE's within the State.
Assesses the BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the BDE to develop processes, procedures, and training that is effective for all parties.
Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems.
Partners with the JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment.
Serves as the BDE CDR consultant on sexual assault prevention, response concerns, and trends and representative involving all sexual assault issues on committees, working groups, conferences, and community meetings which may include being a liaison with the community sexual assault response team (SART).
Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary BDE SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants.
Requirements
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Spe 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
- This position is designated as Essential Personnel. May be subject to duty, in preparation for or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by TAG.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- May occasionally be required to work other than normal duty hours; overtime may be required.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. In order to qualify, you must meet the basic level experience AND specialized experience requirements described below.
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.)
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
OR
Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
SPECIALIZED EXPERIENCE: Applicants mustpossess 1 year of specialized experience equivalent to the GS 11 grade level, which includes: 1) Evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and utilize the organizational staff procedures; 2) Conducting training/seminars on sexual assault/sexual harassment; 3) Ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions; 4) Skills in performing consultant and coordinator duties that involved sexual assault prevention activities and training; and 5) Experienced in managing or responding to crisis intervention for sexual assaults.
In order to obtain the D-SAACP, you must not possess any of the automatic disqualifying conditions per DoDI 6495.03 (Section 3.2a. 1-7).
You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement.
Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
