The Intimate Partner Violence Assistance Program Coordinator (IPVAP-C) is a Social Work Program Coordinator whose primary responsibilities are to provide clinical evidence based services including, assessments and interventions; program development; Veteran, family, Caregiver and staff education on intimate partner violence; community outreach; resource development; continuous quality improvement activities; and evaluation/consultation.

Duties

The Intimate Partner Violence Assistance Program Coordinator develops & implements the Intimate Partner Violence Assistance Program specific to his/her area of assignment & insures compliance & collaboration with local facility & the VA Central Office Intimate Partner Violence Assistance Program initiatives. Administers information & analytical systems to evaluate & enhance the quality of service provided to Veterans, families, Caregivers & VA employees impacted by intimate partner violence. Develops & implements information systems to track service activities including visits, referrals, demographics, equipment utilization & Veteran satisfaction & clinical guidelines & protocols to establish appropriate utilization of services. Participates in direct Veteran, family, Caregiver, & VA employee contacts to identify & assess risk, safety, supports & the development & application of directed clinical treatment interventions. Advises & collaborates with interdisciplinary teams throughout the medical center on intimate partner violence issues. Creates educational tools, develops programs & implements training focused on specific IPV needs/issues. Provides education & in-service training to VAMC employees, Veterans, families & Caregivers. Provides ongoing consultation & support to colleagues regarding IPV assistance. Conducts Veteran, family, Caregiver & VA employee interventions to facilitate the identification of intimate partner violence, psychiatric illness, emotional distress & social needs as treatment issues. Provides referrals to VA medical & mental health treatment & to other VA services including VA benefits, as well as community-based social services & other non-VA entitlement programs. If appropriate, provides referrals or consults, or in some cases direct admission of a Veteran to other VA programs. Serves as a consultant for information on negotiating the complex processes Veterans, their families, Caregivers & VA employees encounter when interacting with government & community agencies. Stays abreast of current federal & state legislation directed at Veterans, their family members, caregiver &/or VA employees who experience &/or use IPV. Maintains a knowledge base of current theory & treatment modalities by reading professional journals, attending conferences, clinic seminars & teleconferences, & materials distributed through VA & private sector sources Collaborates with the Patient Aligned Care Team, Mental Health & Geriatric Primary Care clinicians to provide Veteran & staff education on intimate partner violence. Develops a library of IPV assistance information material for distribution through the various inpatient/outpatient & specialty clinic settings. Serves as a liaison between the VA & community agencies. Participates in IPV assistance activities in the local community & state to promote & recognize the role of individuals who use &/or experience IPV. Establishes & maintains access to electronic social networks such as Facebook, Twitter, secure email & YouTube in accordance with VA policy. Develops & fosters relationships with community partners to assist with system navigation, maintain collaboration & coordinate services. Provides outreach presentations to community social service agencies, military Guard & Reserve units etc. Maintains basic knowledge of local VA medical center programs, community services & VA Central Office IPV Assistance initiatives. Maintains knowledge of current federal & state legislation related to IPV assistance initiatives. In collaboration with the other clinical staff & program managers will establish a IPV protocol, sensitive to the issues of those who experience as well as those who use IPV. Coordinates the events & programs for the annual Domestic Violence Awareness Month every October that includes announcement & advertising of month-long activities, mobilization of participants, educational sessions, & VA IPV Assistance programs. Develops data monitoring systems to measure the efficacy of the program. Collects, analyzes & reports program data to local management. Performs a wide range of services & provides technical assistance to state, local, & private agencies, & universities. Performs program analysis, development, review, research, design, & contact work as possible with various agencies. Responsible for the documentation associated with all clinical & administrative tasks in accordance with VHA. Reports of Abuse/Neglect are completed by the worker & follow VHA & State requirements. Is a mandated reporter & he/she reports abuse or neglect in accordance with applicable licensure board & NASW Code of Ethics. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Possess a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Possess a full and unrestricted license or certification by a state to independently practice social work at the master's degree level. English Language Proficiency. Social workers must be proficient in spoken and written English. Grade Determinations: Social Worker (Program Coordinator), GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Experience facilitating groups, working with multidisciplinary teams; knowledge, understanding and experience with treatment and resources for Veterans experiencing intimate partner violence; program development and comfortable with public speaking. References: VA Handbook 5005, Appendix G39. Social Worker Qualification Standard, GS-185. The full performance level of this vacancy is GS-12. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. The Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the social worker or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
