The Supervisory Social Worker functions independently as the supervisor for the Homeless Program at the Colorado Springs Garden of the Gods CBOC. The incumbent is responsible for oversight and coordination of the Colorado Springs Homeless program under the direction of the Section Chief of Homeless Programs. The social worker provides direct clinical services, clinical supervision to the staff and program operations for Homeless Programs.

Duties

Major duties include, but are not limited to: Helps in the development of individual, group and program goals and objectives. Responsible for various fund control points assigned to the program. Manages and controls the use of data related to the program regarding day to day functioning and program evaluations. Plans, organizes and directs administrative operations and patient and personnel activities for the program. Assist in the identification of qualified MSW candidates for vacant positions; rating of performance appraisals; and ongoing supervision of staff in the HCHV and HUD-VASH programs. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management function relative to the staff supervised. Resolves employees' complaints. Provides supervision and consultation to subordinates. Monitors quality of care and productivity of supervisees and addresses ways to improve. Reviews, approves or disapproves leave requests. Represents the HCHV program in the Colorado Springs community and participates in community wide homeless planning activities to best serve the needs of veterans. Transports veterans in government vehicles in support of meeting the goals identified in the veteran's treatment plan. Complies with criminal conflict of interest laws and Executive Branch Standards of conduct so as to avoid conflicts of interest while serving as the Manager of Transition and Outreach Programs. Involved in the development of new community partnerships and participation in and coordination of special events for homeless veterans such as Stand Down, seasonal cold weather shelters, and the annual meeting for Community Homeless Assessment and Local Education and Networking Groups (CHALENG). Participates in Local and Regional Homeless Coalitions in Eastern Colorado. The purpose is to develop working partnerships with community agencies, treatment facilities and maintain linkage with agencies that provide services to homeless veterans. These activities should forward the goals of the VA's Plan to End Homelessness among Veterans. Qualifications

Basic Requirements: Citizenship. Be a citizen of the United States. English Language Proficiency. Candidates must be proficient in spoken and written English. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 3 accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grandfather Provision. All persons employed in VHA in as LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
