About the Position: Serves as a Senior Military Human Resources Specialist. Responsible for providing a full range of human resource functions to all assigned and attached Active Duty personnel. Oversees the operation of several military personnel programs, personnel actions, financial transactions, officer and enlisted assignments, awards, leaves, promotions, evaluations, separations, retirements, off duty employment program, sponsorship program, special pay program, etc.

Duties

Provide advisory assistance, problem resolution, and technical guidance in assigned program areas to departmental leadership and human resources staff of a medical facility and subordinate companies. Provide a full range of human resource functions to all assigned and attached personnel for military organization. Formulates and implements plans, policies and procedures. Monitor electronic systems such as Electronic Military Personnel Office (EMILPO), Enlisted Distribution and Assignment Systems (EDAS), Evaluations Entry System (EES), Medical Protection System (MEDPROS) for accuracy and completeness. Review higher level policies from both installation and Regional Health Command to determine impact on command programs or functional areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation, Tier 1.
  • Appointment to this position is subject to a one year supervisory probationary period is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer LiteracyPersonnel and Human ResourcesTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
