The Prosthetic Supply Technician at the John D. Dingell VA Medical Center is responsible for procurement, inventory control of prosthetic appliances and implants, and issuing prescribed items to veterans in compliance with VHA guidelines.
Duties
The incumbent's primary responsibility is the expeditious and accurate acquisition of prosthetic implants for the Medical Center prescribed for individual patients. The incumbent will acquire surgical implants/medical supplies by using the appropriate purchasing methods in accordance with the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (V AAR), and VHA Handbook 1173, "Clinical Affairs Prosthetics and Sensory Aids Service".
The incumbent must work closely with Prosthetics Service to perform inventory accountability duties by utilizing the Prosthetics Inventory Package (PIP)/General Inventory Package (GIP) for prosthetic implants/supplies for: Women Clinic, Medicine, Radiology, Surgery, Cardiology and Dental Services and all other services. This information must be communicated to the vendor for replacement, credit, or the items must be excessed or destroyed.
The incumbent makes purchase and acquisition agreements with either the best commercial or preferred non-commercial established provider for the swift and effective delivery of the product to the patient by using a combination of directives, laws, and regulations (i.e., FAR, V AAR, 1173).
The incumbent authorizes and prepares complex purchase orders for a wide variety of surgical implants. The incumbent accomplishes final review and approval of purchase orders. The incumbent has contractual authority and obligates the government in procurement actions up to The Micro purchase limit.
The incumbent is responsible to work closely providing an oversight on the surgical/medical and supply programs, thus ensuring that all items are purchased in accordance with the national compliance guidelines. In addition, the incumbent will ensure that all national performance monitors such as Timeliness and Accuracy are met.
The supply specialist will also assist and act as primary back up to the Lead Purchasing Agent in duties that involve IFCAP/GUI purchasing/reconciling.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS07 position you must have served 52 weeks at the GS06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews, receives and acts on consults from the different services; Retrieve and to keep up to date and accurate records in the event of recalls; Maintains accurate and detailed tracking and reporting system for all types of implants ordering; Reviews purchases and consigned contracts to ensure they are handled properly and in accordance with FAR, and VA.AR standards; Conducts investigations to determine causes of inventory discrepancies.

Physical Requirements: The employee may sit comfortable to do the majority of work. Seldom would there be lifting of heavy boxes or bending, stooping and climbing to retrieve inventory because per Directive 20l0-62 the actual inventory, although ordered and researched by the incumbent, is physically received, shelved and delivered to Logistics Service. However, walking and standing are involved and the incumbent is expected to work with Prosthetics Service upon request or when the incumbent needs to clarify information in inventory levels or of the storage of stock0
