The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to United States Northern Command (USNORTHCOM) Directorate of Operations (J3), Protection, and Mission Assurance Division (J34), Chemical, Biological, Radiological, and Nuclear (CBRN) Branch.

Duties

Serves as the USNORTHCOM CBRN Response Enterprise Program Manager responsible for establishing, directing, planning, organizing, administering, and representing the CBRN branch. Exercises supervisory personnel management responsibilities. Represents USNORTHCOM during CBRN Response operations, conferences, and executive sessions providing strategic and operational expertise at the O6/GS-15, General Officer/Flag Officer (GO/FO), and Senior Executive Service (SES) levels. Develops future CBRN Response concepts and strategies to support DoD, the Command's Strategic and Operational requirements, and other COCOMs.

Qualifications

Conditions of Employment: This position has been identified as eligible for situational telework. The position eligibility is separate and distinct from the employee's eligibility. Telework for civilian employees is a discretionary workplace flexibility, not an entitlement. Employee and their supervisors must complete the DD Form 2946, DoD Telework Agreement, prior to participation in telework programs. Civilian employees who will telework must complete the required training within 30 days of appointment. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-0089, Administrative and Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge in CBRN Response plans and programs, responsible for a nationwide Department of Defense response to a catastrophic CBRN incident; with very broad and extensive knowledge related to CBRN and analyzes and evaluates major aspects of high visibility, substantive, mission-oriented CBRN programs that impact Civilian Support, Homeland Defense, and Theater Security operations with ramifications on DoD forces and civilian first responders. Note: Resume must show supporting details to qualify. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of CBRN Response operations and planning. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of military doctrine, policies, procedures, and structure of DoD, Services, Joint organizations, national intelligence organizations, state and federal emergency organizations, and other pertinent interagency organizations such as FEMA, DHS, DOJ, DOE, and EPA, etc. 6. Knowledge of military strategic and tactical concepts, principles, and processes in all domains - air, land, maritime, and civil support. 7. Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in planning and execution of military operations and evaluations. 8. Ability to react in a high-stress environment during intense domestic event situations and make critical characterizations judgments, formulate recommendations that may have major national impact/consequences, and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
