The primary purpose of this position is to Serve as the Response Cell Lead in the United States Northern Command (USNORTHCOM), Operations Directorate (J3), Current Operations Division (J33), Response and Training Branch. Incumbent is required to lead a team fully engaged in the activities of the division concerning directorate operations (deployments). (Cont. below)

Duties

Summary Cont.: As the Response and Operations Cell Lead, employee is a key collaborator in the planning, development, drafting, and updating of contingency plans, campaign plans, operations plans, and related supporting documents dealing with the Defense Support to Civil Authorities (DSCA), Foreign Disaster Relief (FDR), and Homeland Defense (HD) mission sets of USNORTHCOM. Duties: Responsible for planning and execution of deployment activities and operations in the NC/J33. Serves as the division representative during Title 10 Deputy, Joint Enabling Capabilities, and Crisis Action Team engagements. Serves as the Response Cell Lead. Serves as a senior member of the JEC, CAT, or liaison team for the USNORTHCOM Commander.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (Cont. below)
  • (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, (Cont. below)

  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, (Cont. below)

Qualifications

Conditions of Employment Cont.: This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations to support real-world operations, exercises conferences, meetings, and other functions away from the normal duty station. Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. A valid driver's license is required. Required to operate/drive a motor vehicle to participate in real-world operations, exercises, conferences, meetings, and other functions away from the duty site. Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. Desired: Joint qualified with Joint Professional Military Education, Phase I (Intermediate level) and Phase II (Advanced level) complete. Desired: Defense Support of Civil Authorities (DSCA) Phase 1 and 2 complete. Desired: Master's degree. Position is a Special Sensitive Security Clearance the selectee must possess this clearance prior to starting in the position. If the selectee does not possess this clearance, a full investigation and favorable security adjudication must be complete and rendered prior to the beginning in the position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-0089, Administrative and Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of and skill in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; knowledge and understanding of programming, budgeting regulations, guidelines, and processes in operational administration to participate in the fiscal operations oversight as it relates to training, operational deployment, and mission support; Expert knowledge of policy, plans, operational orders, procedures and practices related to multiple fields within DSCA and Dual Status Commander (DSC) programs to include task organization, operational orders, CONPLANS, future operations planning, development of a comprehensive concept of operation, medical support operations, search and rescue planning and operations, engineering, communications risk management, knowledge management. Note: Resume must show supporting details to qualify FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of tactical-to-strategic military joint planning, operations, organizing, and directing. Knowledge and skill in applying analytical and evaluative techniques to resolve complex or sensitive planning problems and produce effective work products for senior leader decision making. Ability to identify and integrate requirements, provide operational assessments, and maintain situational awareness across domains, in order to create a cohesive and comprehensive plan, document, report, briefing, or order. Ability to lead, act, or react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely, to possibly, highest leaders in the Government. Ability to research, analyze, interpret and apply rules, regulations, doctrine, orders and procedures to a variety of situations leading to timely solutions. Skill in the Joint Planning Process (JPP) to provide accurate, detailed information for input into the system for development of operation orders. Skill in leadership and effective team building in order to plan, organize, direct work, mentor, assist, motivate, and train staff of an organization. Skill in communicating both orally and in writing. Knowledge of and skill in applying the U.S. President's National Strategy for Homeland Security and the National Response Plan. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
