THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a WORKPLACE VIOLENCE & HARASSMENT PREVENTION SPEC (PREV WF), Position Description Number T0033P01 and is part of the LA ARNG REINTEGRATION OFFICE, National Guard.

Duties

Duties and Responsibilities: 1. Using issue specific expertise, acts as the program data analyst on Integrated Primary Prevention (IPP) as applied to Healthy Climates/Cultures promotion and Harassment prevention. Advances policies outside of the existing military Equal Opportunity (EO) and Equal Employment Opportunity (EEO) offices for equities specific to Healthy Climates/Cultures and Harassment primary prevention. Facilitates dialog between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of harassment and promotion of healthy climates/cultures. Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs. Identifies the relevancy of NGB and DoD tools to measuring state outcomes in the primary prevention of harassment and promotion of healthy climates/cultures and eliminates redundant and or ineffective programs not supported by data. Consults with and obtains consensus with NGB IPP SME cell. Supports the Joint Force Headquarters' (JFHQ) Primary Prevention Officer in the development and execution of The Adjutant General's (TAG) primary prevention strategic plan. Assists IPP Officer, TAG, Assistant TAG, directorate, and division-level Leadership with data-informed decisions to appropriately resource Healthy Climates/Cultures and Harassment primary prevention activities and requirements throughout the state. 2. Assists with IPP needs assessments. Collects qualitative and quantitative data from Wing/Region activities relative to integrated Healthy Climates/Culture promotion and Harassment prevention to ensure program fidelity. Utilizes outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data. Works with other JFHQ divisions and offices to evaluate relevant NG programs for effectiveness and impact to the primary prevention of harassment and promotion of healthy climates/cultures efforts. Reviews environmental/climate qualitative and quantitative survey data collected. Analyzes and recommends changes to surveys and trainings for Healthy Climates/Cultures and Harassment outcomes, sharing findings with appropriate stakeholders. 3. Maintains an understanding of EO, EEO, and other Human Resource policies and the working dynamics between primary prevention and response. Maintains collaborative relationships with the JFHQ, Wing, and Brigade (BDE) EO and EEO personnel, NGB, and other relevant support programs. Has an in-depth knowledge of the programs, policies, and processes which drive Army National Guard (ARNG) and Air National Guard (ANG) harassment claims case management and response programming within their S/T/DC. Maintains a parallel and clearly defined supporting role to the JFHQ EO/EEO office's data collection efforts, and advocates prevention messaging with sensitivity to pre-existing trauma. Coordinates with State Equal Employment Managers (SEEMs) to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of harassment and promotion of healthy climates/cultures. 4. Supports and participates in state-level committees, boards, and working groups. Provides Healthy Climates/Cultures promotion and Harassment prevention data to Wing/Region Primary Prevention Integrators (PPIs), all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Coordinates with EO/EEO response personnel to ensure alignment of messaging to JFHQ council or board leadership regarding Healthy Climates/Cultures and Harassment. Serves as the Wing/Region PPI's point of contact for all Healthy Climates/Cultures and Harassment prevention efforts and conducts Site Assistance Visits (SAVs) to the Wings and Regions as required. Assists the JFHQ IPP SME cell in facilitating meetings and working groups in accordance with applicable policy and official guidance, as needed. Meets regularly with other members of the JFHQ IPP cell to facilitate the dissemination of information to the NGB and to the Wings/BDEs. Liaises, where appropriate, to capture prevention trends pertinent to Healthy Climates/Cultures and Harassment prevention. Assists the IPP Officer in managing information flow between JFHQ, BDEs, Wings, and NGB. Collaborates and coordinates with state and local agencies and universities by reviewing scientific journals for national best practices and integrated primary prevention trends oriented to Healthy Climates/Cultures and Harassment prevention. Maintains familiarity with evidence-based assessments and measurements. Reviews local needs to identify any processes requiring modification. 5. Performs other duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must currently be a (Title-32/Title-5/M-Day/AGR/ADOS/Contractor/State) employee of the Louisiana National Guard.

Qualifications

SPECIALIZED EXPERIENCE: Must possess at least Thirty-six (36) months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; have knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Must possess a behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences; ~OR~ possess a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences; ~OR~ possess Four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
