The RN -SPHM Manager position independently develops, implements, maintains and evaluates MGVAMC's SPHM education, training and equipment management functions. They work effectively with all services, departments, patients, families, care partners and team members to keep both employees and patients safe. They provide mentoring, coaching, education and training related to SPHM for multiple stakeholder groups and Unit Peer Leaders (UPLs).

The position, based at MGVAMC in Spokane, Washington, includes duties at the Community-Based Outpatient Clinics (CBOCs) in Coeur d'Alene, Idaho, Wenatchee, Washington and other outpatient care locations within the healthcare system.
Responsibilities and duties are the following but not limited to:
- Develop, maintain, and improve the mandated and vital SPHM processes at MGVAMC to improve the safety and health of patients and employees.
- Interface with stakeholders both internal and external to the facility including end users to leadership to interpret facility SPHM needs and solutions.
- Serve as subject matter expert (SME) in SPHM.
- Develop ergonomic/hazard assessment processes to be implemented on a routine and on-going basis in all MGVAMC locations. Identify high risk tasks for patient handling in all areas and make recommendations to prevent caregiver and patient injuries.
- Collect staff and patient injury data, investigates incidents and provides leadership with best practices and actions to prevent staff and patient injuries.
- Track and trend employee and patient injuries related to SPHM working collaboratively with Employee Occupational Health (EOH), Patient Safety Managers (PSMs), and Environmental, Health, and Safety (EHS) to determine high risk areas and make recommendations or remediation to prevent future injuries.
- Develop practices and procedures that are necessary to plan and direct the wide range of SPHM activities relating to the overall implementation and operation of SPHM functions at MGVAMC which provides multiple services including inpatient and outpatient at multiple locations including home-based care.
- Remain current with all standards and VHA Directives for SPHM, The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), Commission on Accreditation of Rehabilitation Facilities (CARF), or any other governing bodies.
- Develop protocols and interventions based on current SPHM theory, recent research, and practice. Stay current with new SPHM products and technology. Possess expert knowledge of different types of safe handling technology and operation and training of others.
- Complete evaluation of SPHM processes, collect data, monitor SPHM activities, complete national quarterly action items, brief local leadership, and complete performance measures and data call requests for national SPHM leadership.
- Identify, propose, procure and provide oversight of equipment to meet current and future facility needs for SPHM.
- Participate in all facility construction projects during design, construction and activation phases. Know design process for adding equipment and storage in the design phase to ensure appropriate SPHM technology inclusion based on National SPHM Design Manual.
- Consult as SME within all areas of SPHM, making recommendations on technology to prevent caregiver injuries. Consult with direct patient care staff and leadership as needed providing SPHM expertise in determining appropriate equipment based on need.
- Maintain SPHM equipment training content. Train new staff. Provide hands on competency training on all SPHM Technology. Organize the SPHM equipment training to meet the needs of all services utilizing best practices to obtain staff competency.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
- Minimum 5 years experience as RN.
- Minimum 2 years experience assessing ergonomics/body mechanics.
- Minimum 2 years experience utilizing safe patient handling equipment in inpatient/outpatient settings.
- Education or experience in providing training and/or consultation to staff on the use of patient handling equipment.
- Experience with equipment acquisitions, inspections, maintenance, and inventories.
- Consulting on construction or remodeling projects for patient handing requirements.
- Experience developing and implementing policies, procedures, and programs.
- Experience reviewing and investigating injuries and incidents related to patient handling and recommending methods to decrease risk.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
