This position is located within the Department of the Interior, Surface Mining Reclamation and Enforcement, DIV OF HUMAN RESOURCES.
Duties
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
Establish strategic partnerships with management to analyze skill gaps and budget, conduct organizational assessments and convene focus groups.
Exercise responsibility for all facets of training administration including identifying and addressing employee and organizational development/performance improvement needs.
Assess training projects to determine effectiveness, quality and return on investment and make recommendations for improvement.
Provide policy and technical subject matter expert in the implementation, maintenance, use and coordination of key HRIS programs. Analyzes and provides recommendations or modifications for improvement.
Serves as the focal point for monitoring and controlling Learning Management System (LMS) access; troubleshoot and resolve operating issues coordinating and implementing changes made for improvement

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-9 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Providing logistical support, course development, delivery, and process measurements. Creating a training budget and keep operations within budget. Utilizing a Learning Management System (LMS) to analyze and make recommendations on human resource development programs. Provide advice and assistance to management concerning the determination of training needs, sources of needed training, how to meet identified needs, and evaluating results.
OR
a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.
OR
3 full years of progressively higher-level graduate education leading to a Ph.D. degree in a related field of study.

LL.M., if related

Developing and monitoring the HR training program based on trends, identifying needs assessments, and forecasting future trends to increase effective and efficiency within all disciplines of HR. Developing alternative training programs or methodologies to address gaps identified through survey results. Aligning training with organization's strategic goals. Developing guidelines, instructional methods, course materials, training aids, and improved applications of educational technology for use by instructors, managers/supervisors, and employees.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
