THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION. This SUPERVISORY IT SPECIALIST (SYSTEMS ADMINISTRATION), PD# T5710600, is part of the MTARNG, G6. Duties

Serves as project leader/supervisor responsible for developing, assigning, and coordinating duties and projects for systems administrators. Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. Systems administered involve multiple hardware platforms running multiple operating systems in both physical and virtual configurations. Accountable for planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of server hardware and software. Work pertains to the administration of systems including ensuring the efficient integration between systems and compatibility within the network infrastructure. Supervised team members are specifically assigned to multiple system platforms located throughout the state. Provides executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions. Supervises daily operations for delivery of C4IM services. Coordinates work of team members to ensure that short-term and long-term goals and objectives are met. Directs, manages, and monitors a system of internal controls ensuring effective and appropriate use of resources. Leverages optimization techniques to maximize the efficiency of computer systems. Establishes performance standards and evaluates employee performance. Reviews and recommends approval of candidates for promotions and recognition. Reviews and approves work plans to be accomplished by subordinates, priorities and schedules for completion of work, sets broad objectives, monitors subordinate employees' performance in providing IT services, reviews accomplishments, and takes appropriate corrective action when necessary. Gives advice, counsels, or instructs individual employees, on both work and administrative matters. Develops and evaluates performance standards, recommends and approves awards, hears and resolves group employee grievances or serious employee complaints. Reviews and makes decisions on serious disciplinary actions involving employees and makes decisions on work problems presented by subordinates. Initiates recognition and disciplinary actions for personnel. Identifies and arranges for appropriate training and development opportunities. Determines and approves training needs and establishes formal training plans. Collaborates with supervisors and managers within the directorate to negotiate, decide on, or coordinate work-related changes. Advises supervisor on problems involving the relationship of the work of the system administration teams to broader programs, and its impact on IT Services. Serves as a technical advisor to management. Participates as a member and advisor on special committees and special projects designed to study methods to enhance the use of IT throughout the Command. Participates in developing strategic plans for enhancement of the system environment, developing functional and technical requirements for acquisitions, conducting cost-benefit analyses, feasibility studies, and related activities. Maintains liaison with manufacturers and vendors, professional organizations, and counterparts at other commands/installations and services regarding available products and state-of-the-art technologies and advancements. Develops strategies to incorporate into the organization's inventory such technologies and advancements found to be compatible with user requirements, considering any effects on existing architecture and infrastructure. Participates in plans for acquisition and implementation of new equipment, including development of contract documentation. May serve as the contractor's liaison/consultant, providing technical advice and support throughout the acquisition, installation, and maintenance stages. Plans and schedules installation of hardware, operating systems, and software applications. Directs testing of vendor-provided software. Advises staff on issues pertaining to operating systems and hardware status. Resolves inquiries and problems concerning access, use, and availability of datacenter technologies. Develops and enhances automated systems to improve performance and efficiency. Provides technical assistance to users to minimize disruptions of computer operations. Provides training so users understand the relationships can work with the system without undue interruption. Tests and analyzes system malfunctions to resolve processing problems. Analyzes, evaluates, and resolves malfunctions by adjusting equipment configurations, realigning port allocations, recommending appropriate acquisitions, and distinguishing between equipment, software, and operation problems. Assists in solving problems associated with deliveries in support of individual hardware or software orders.

Requirements

  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Management Level II within 6 months of employment pending training seat availability.
  • Applicants who are not currently a member or employee of MTARNG must be able to start within 6 months of selection.

Qualifications

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. PLACEMENT STATUS/TENURE OF SELECTEE FOR A NON PERMANENT T5 Position: TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 permanent current employee as selectees only: This is may be an obligated position or term/indef only position. If a permanent employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 5 position. TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 Term current employee as selectees only: This is may be an obligated position or term/indef only position. If a Term employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their Term status AND may have rights to return to their previous Title 5 position (if still available). INDEFINITE APPOINTMENT - For Current Title 32 selectees (any Status) or Title 5 NTE/VRA employees: This is may be an obligated position or term/indef only position. If an on-board employee in the Title 32 or NTE T5 excepted civil service accepts this position, he/she will convert to a T5 Term appointment (tenure 3) with possible permanent status OR without possible permanent status. This employee will have NO reemployment rights to their previous T32 position; but may be reinstated to Title 5 NTE/VRA position if still available.
