THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE BARGAINING UNIT POSITION. This IT SPECIALIST (NETWORK) position, Position Description Number T5239000, is part of the Montana Army National Guard, G6. (PD can be obtained from HRO.) Duties

The purpose of this position is to serve as a project leader for major network projects relating to the Wide Area Network (WAN) and Local Area Network (LAN) systems. The incumbent functions as the technical coordinator or technical specialist on issues relating to the WAN/LAN systems and their integration with the network. Responsible for ensuring the correct configuration of network devices. Develops methods and procedures and coordinates corrective action to optimize network performance. Researches, tests, and evaluates software packages which provide performance measurements of the WAN. Develops the standard configuration software loads for all network devices. Develops benchmarks and performance measurements and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems. Uses remote management software tools to maintain and update configuration, protocol, and user/system files. Develops and maintains documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network. Documents how user data is stored and protected on network storage devices. Coordinates appropriate action to ensure backup processes are completed. Determines the use of network devices such as servers, workstations, and peripheral devices, and remote access systems. Responsible for implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities, and national agencies. Initiates appropriate measures to maintain network security. Develops plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Oversees the distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Establishes procedures to maintain accurate records of authorized users of distributed software. Instructs lower graded information technology (IT) specialists in the administration and maintenance of the installation's network devices. Establishes network trust relationships. Recommends standard operating procedures for all devices on the network. Directs the review and evaluation of proposed software. Prepares briefings and presentations on the complexities of the installation network. These briefings provide the basis for long-range decision planning relating to IT network project management. Directs the analysis of equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Writes policy and plans for the installation continuity of operations plan (COOP). Serves as network administrator responsible for configuring hubs, and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns; and installing network software fixes and upgrades. Conducts performance tuning activities designed to optimize data management processes and recommends performance enhancements such as increasing storage capacity or modifying interfaces. May be assigned to assist the chief by performing limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. Approves leave for assigned employees. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance. Performs other duties as assigned.

Requirements

  • The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD Instruction 8570.01-M
  • External applicants must be able to start within 6 months of selection.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. PLACEMENT STATUS/TENURE OF SELECTEE FOR A NON PERMANENT T5 Position: TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 permanent current employee as selectees only: This is may be an obligated position or term/indef only position. If a permanent employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 5 position. TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 Term current employee as selectees only: This is may be an obligated position or term/indef only position. If a Term employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their Term status AND may have rights to return to their previous Title 5 position (if still available). INDEFINITE APPOINTMENT - For Current Title 32 selectees (any Status) or Title 5 NTE/VRA employees: This is may be an obligated position or term/indef only position. If an on-board employee in the Title 32 or NTE T5 excepted civil service accepts this position, he/she will convert to a T5 Term appointment (tenure 3) with possible permanent status OR without possible permanent status. This employee will have NO reemployment rights to their previous T32 position; but may be reinstated to Title 5 NTE/VRA position if still available. INDEFINITE APPOINTMENT - State National Guard Members not currently a MT NG federal employee: This is may be an obligated position or term/indef only position. Selectee will be appointed as a TERM T5 Term employment with possible permanent status OR without possible permanent status (tenure 3).
