The primary purpose of this position is to serve as Technical Advisor in the area of budget and resources formulating program goals, plans, and policies for the directorate's mission on all administrative support and service issues.

Duties

Plans, organizes, and oversees the resource integration activities for Plans and Programs (DCS). Serves as Technical Advisor and represents the A8 in a variety of operational and functional areas. Serves as Deputy Director of Executive Services and Senior Program Manager for Plans and Programs, and principle advisor on policy matters relating to the organization, training, and operations. Represents Plans and Programs DCS, coordinating with a variety of installation and functional area organizations. Participates in special projects and initiatives and performs special assignments.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes advanced understanding of organizational principles and practices. Increased responsibility and independent duty performance. Comprehensive knowledge of information management, security operations, planning, and programming regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning and management processes to provide guidance and advisory services of long-range Air Force operational planning efforts. Comprehensive knowledge of the Federal, DoD, and Air Force information management, security operations, planning and programming. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD Planning, Programming, Budgeting, and Execution (PPBE) principles and techniques, and the Air Force Strategic Planning System process, as they relate to the development of Air Force long range plans and the Air Force Program Objective Memorandum. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the agency, including the ability to maintain credibility with others on technical matters. Knowledge of safety and security regulations, practices, and procedures. A high degree of analytical ability to discern short, medium, and long-term effects of changes in staff operation practices, procedures and policies, and to effectively analyze the various components of staff operations as part of an integrated whole. Skilled in briefing objectives, strategies, and implementation concepts to senior/executive level managers within and outside of the immediate organization. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
