OJP provides federal leadership, grants, training, technical assistance, and other resources to improve the nation's capacity to prevent and reduce crime; advance equity and fairness in the administration of justice; assist victims; and uphold the rule of law. OJP supports state, local, and tribal community safety efforts; victim assistance and compensation programs; juvenile justice and child protection activities; sex offender management; and justice research and statistical collections.

Duties

This position is located in the Office for Civil Rights (OCR), Office of Justice Programs (OJP). OCR is responsible for ensuring that recipients of federal financial assistance from OJP, the Office of Community Oriented Policing Services (COPS), and the Office on Violence Against Women (OVW) are not engaged in discrimination prohibited by law. The Director: Provides leadership and direction in the development and administration of programs and functions enforcing compliance with federal civil rights laws by DOJ recipients of federal financial assistance. Is responsible for the development, management and coordination of all operations and functions that ensure that recipients of financial assistance from OJP, OVW, and the COPS Office comply with federal civil rights statutes, executive orders, rules, regulations and guidelines. Partners with the Department's Civil Rights Division to effectively carry out the Department's implementation and administrative enforcement of Title VI and the non-discrimination provisions of the Safe Streets Act. Directs civil rights enforcement activities, overseeing compliance enforcement efforts conducted by Office attorneys and specialists, including the initiation of complaint investigations and compliance reviews, the preparation of findings and determinations and the negotiation and implementation of resolution agreements. Oversees civil rights training, technical assistance and outreach activities. Tracks developments in the field of civil rights law. Analyzes the implications of new decisions and new legislation. Supervises the development of legal memoranda, policy papers, reports and publications related to civil rights enforcement. Reviews staff recommendations regarding policies developed that affect funding recipients' fulfilment of compliance and ethical considerations. Ensures that all such documents are legally and conceptually sound and consistent with DOJ and OJP guidelines. Integrates political, social, economic, technical and administrative factors when anticipating and mitigating decisions' impact on core OJP program functions. Leads senior managers in carrying out the work of the Office, with responsibility to determine program goals, develop implementation plans, and assess progress toward office goals. Identifies and consults on problem areas related to implementation and goal achievement and makes decisions on alternative courses of action. Obtains the resources necessary to promote fairness and ethical conduct of OJP programs and assumes responsibility for their effective use. Is accountable for the success of the Office's functions and projects. As an authoritative expert, provides legal and policy advice to the Assistant Attorney General and senior leadership on the effect of new developments in civil rights law. Provides technical guidance to senior management staff and officials at multiple levels within OJP offices. Oversees the reviewing, analyzing, evaluating, and reporting of activities and functions carried out by the Office. Advises program and business offices on the implementation of and compliance with civil rights and non-discrimination statutes and applicable regulation, policies, and procedures impacting national, largescale grants. Establishes and maintains effective working relationships with various high-level individuals of Federal, state, and local entities and non-profit organizations to facilitate the compliance of Federal civil rights laws by grantees across DOJ grant programs. This includes proactive engagement to ensure a full understanding of civil rights requirements and the role the OCR plays in enforcing these laws. Coordinates with other federal agencies that have civil rights enforcement to ensure consistency and collaborate on joint efforts. Serves on interagency committees providing subject matter expertise.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and Exercising important policymaking, policy determining, or other executive functions. Applicants must also demonstrate civil rights experience pertinent to the position. ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, state, local and tribal governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MTQ 1: Demonstrated experience managing a complex organization, a diverse workforce (including attorneys, other legal specialists and professionals, and support staff), and challenging organizational issues, while enforcing civil rights laws, regulations, executive orders, and guidelines. MTQ 2: Demonstrated leadership in the development and administration of programs and functions enforcing compliance with federal civil rights laws by recipients of federal financial assistance. MTQ 3: Demonstrated ability to provide sound legal and policy advice through oral and written communication to leadership on the effect of new developments in civil rights law, as well as provide technical guidance to senior management staff and officials at multiple levels in the implementation and administrative enforcement of Title VI and other non-discrimination statutory provisions. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.

Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association and be an active member of the bar in good standing in a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
