This position is within the Bureau for Humanitarian Assistance, Office of Humanitarian Business and Management Operations (HBMO) at the U.S. Agency for International Development (USAID).
Duties
Plans and formulates new or improved BHA specific policies in the functional areas of acquisition and assistance, including responsibility for formulating guidelines, implementing new policies and initiatives, and providing policy interpretation.
Recommends and/or puts into action organization or process changes to include assisting with identifying, distributing, and balancing workload within the team to accomplish the workload in accordance with established priorities.
As a senior advisor and technical authority on complex and precedent-setting policy and program issues, develops policies, strategies, and plans for humanitarian assistance acquisition and assistance initiatives.
Serve as technical liaison with other USAID stakeholders: Bureau for Management's Office of Acquisition and Assistance and the Office of General Counsel to coordinate efforts with USAID programs, policies, and approaches to humanitarian assistance.
Assesses program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major humanitarian assistance programs for USAID.
Establishes and fosters effective working relationships and information networks with stakeholders in all levels.
Requirements

- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

- If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
- You may be required to serve a one year Supervisory probationary period.
Qualifications
Specialized Experience:
GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:

Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Your resume must demonstrate extensive experience in interpreting and applying federal procurement policy & regulations into applicable guidance and/or serving as a senior advisor in acquisition and/or assistance for a civilian-based international humanitarian assistance or development organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
