This position provides primary management support and recommendations on a range of program-related activities to the Division Office Staff and State DOTs. The incumbent coordinates, leads and supports mission critical program area(s) and functions necessary for efficient operation.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
Experience gathering data and providing recommendations to management or leadership on at least one of the programs such as: financial, program management & program analysis, civil rights, or emergency management; AND
Experience providing guidance and advice to others and making recommendations on mission support activities such as records management, procurement, travel management, or supply management; OR experience advising staff and management on administrative program policies, procedures and program requirements.
Experience compiling and analyzing program operating data and preparing periodic and/or special management reports.
Or, to qualify on Education, you must have at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Transcript(s) are required for verification.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
Graduate Education: If using graduate education to qualify for either grade, education at the graduate level (above a bachelor's degree) in an accredited college or university, in the amounts specified for each grade in the qualifications section, meets the requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Education
One year of full-time graduate education (education above a bachelor's degree) is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
