You will serve as a TRAINING SPECIALIST in the C/1180 Command University (C1100 Executive Branch) of PSNS and IMF.
Duties
You will perform research and evaluation and provide recommendation for procurement of vendor/contractor training and development.
You will assist in the management of the Command’s employee development program.
You will create performance analysis reports for use by the Employee Development Division for communicating value and for identifying deficiencies that need correcting.
You will develop programs and initiatives that strategically utilize technology to maximize learning.
You will use performance analysis software to measure and assess effectiveness of training programs.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11 position. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating a training or employee development program to resolve issues for the procurement of vendor/contractor services.
For the GS-09 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and evaluating a training or employee development program, with oversight, to make recommendations for the procurement of vendor/contractor services.

For the GS-11, education may be substituted for specialized experience as follows:
Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;

Successful completion of an LL.M. degree that is related to the position being filled;
OR
A combination of experience and graduate education as described above that equates to one year of experience
For the GS-09, education may be substituted for specialized experience as follows:
Successful completion of a Master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to such a degree;
OR
Successful completion of an LL.B. or J.D. degree that is related to the position being filled;
OR
A combination of experience and graduate education as described above that equates to one year of experience
