The John D. Dingell VA Medical Center is recruiting for a Program Specialist - Fellow / Resident Coordinator.

Duties

The liaison for affiliates, education service and other services within the facility and community and is responsible for a multitude of duties to assure all training and educational requirements are met. The House Coordinator may provide direct assistant to the Associate Chief of Staff Medicine Office and subordinate operating officials dealing with responsibilities to include, HR, accreditation compliance, quality improvement, training, administrative policies and management. Medicine Service Fellow/Resident Training Coordinator 50% Applies administrative polices, maintains various systems, coordinates resident orientation and other staff administrative requirements such as reviewing regulations, directives, and guidelines. Ensures polices are followed and advises the Administrative Officer and the ACOS Medicine of program and/or policy updates and assists to incorporate these Composes correspondence and reports, prepares memoranda, agendas, schedules, charts, data, and connection with academic affiliates and governmental and non-governmental organizations necessary for program management. Maintains contact, both orally and in writing, with incoming and outgoing students for the purposes of credentialing and orientation. Utilizes computer and database applications to update and maintain student data and program information. Submits reporting requirements to Quality Management. Serves as DEA-Primary POC for Medicine Service to update and maintain DEA licensures for prescribers. Runs monthly DEA compliance report. Alerts providers to upcoming renewals to prevent expiration. Subject Matter Expert on all appointment coordination and training requirements. Identify, document, input, process, and track all data as it pertains to HPTs. Coordination Management 20% Analyze, evaluate and initiate the appropriate methodology, techniques, and resources to resolve training program problems as they occur. Schedules formal and refresher orientation dates and times and prepares orientation hand-outs to include VA Policy, Rules and Regulations: Systems Security of Automated Information systems, HIPAA. Works closely with OIT, ISO and HIO to coordinate and manage computer access and computer training requirements for all health professions trainees. Evaluation and Management 30% Evaluates the substantive education-related operational and/or policy programs and results by working with numerous Site Directors and Program Directors. Research and/or analyzes problems, issues, or program requirements. Routinely researches and analyzes data submitted for reports compiled for the OAA, VISN, and other resident and trainee reports. Determines pertinent issues and collects relevant information from a variety of sources with different reporting requirements and formats, or the data must be carefully cross-checked, analyzed, and interpreted to obtain accurate and relevant information. Coordinates collation and tracing of input from services, working with other services toward completed reports, preparation, and support as required to assure the accuracy and reporting by the deadlines for submission. Reviews and assesses frequently updated pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources and applies analytical and evaluative methods and techniques in meeting the corresponding requirements. Develops recommendations and proposals based upon the mutually supervisory accepted projects and studies. Reviews resident and attending notes for compliance and for all essential elements. Monitors and ensures that resident unsigned, and unprocessed alerts are completed. Works closely with Quality Management and Compliance departments on various issues involving audits related to resident compliance. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Program Specialist GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: clerical support work (i.e. handles multiple phone lines and resolves issues; scanning documents; filing; prepares meeting minutes; generate reports; prepares, types, and revises memorandums, reports, SOPs, formal letters, etc.); data entry communicating, both orally and written, to maintain customer relations; experience using several types of computer programs and applications (ex: Microsoft Office programs, Word, Excel, Vista, CPRS, etc.) OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. (Transcripts Required) Program Specialist GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: clerical support work (i.e. handles multiple phone lines and resolves issues; scanning documents; filing; prepares meeting minutes; generate reports; prepares, types, and revises memorandums, reports, SOPs, formal letters, etc.); data entry; tracks, documents, and maintains employee records; Assist in policy development and standard operating procedures for employees Perform data management, tracking and reporting functions Experience entering and tracking ePas and LEAF request including computer access, hardware, and software request, and telework requests. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters degree or equivalent.
