The incumbent serves as the Supervisory Administrative Officer overseeing several services within the Associate Director program line VASLCHCS. The incumbent manages and supervises the administrative operations of the Facilities Management Department, Environmental Compliance Section, Occupational Safety and Health, Healthcare Technology Management, Planning Section, Capital Execution, Fleet Management, Energy Management, Lease Management, and various other programs and committees.
Duties
The incumbent performs duties as the Supervisory Administrative Officer for a Cross-Departmental Administrative Service, reporting directly to the Chief of Facilities Management. Many of these duties involve direct and substantial effects on the services through significant internal/external policy establishment and oversight, determining and implementing organizational structure changes, and evaluating productivity/efficiency to reduce operating costs which will ultimately affect resource allocation.
Duties include but are not limited to:
Work closely with subject matter experts and administrative leadership on all program decisions and oversight and is the subject matter expert who provides guidance to Service Chiefs making decisions on managing human resources, budgeting, program management and improvement efforts.
Develop long-range, multi-year, strategic plans and short-term operations plans for the Facilities Management Department Environmental Compliance Section, Occupational Safety and Health, and Clinical Engineering and will present them to the Executive Leadership Team yearly.
Work closely with the Resource Management Committee, Service Chiefs, Finance, SBU, and other senior leadership to develop short, medium, and long-term goals for the program.
Establish and execute performance plans, policies, procedures, and operational plans to achieve these goals.
Work to develop new opportunities and options for program areas and helps align the hospital wide goals and expectations.
Responsible for reviewing departmental policies and procedures, recommending changes, and keeping official documentation up to date. with goals, objectives, plans, and outside regulations and requirement and records management.
Determine projects or program segments to be initiated, modified, or curtailed.
Lead analysis and interpretation of workload data and other data used in resource planning for the program to direct operations for Facilities Management Department, Environmental Compliance Section, Occupational Safety and Health, and Healthcare Technology.
Responsible for all program administration and personnel management for program areas that have direct and substantial effects on both services through significant internal/external policy establishment and oversight and determining/implementing organizational structure changes.
Interface daily on a national, regional, and local level in a public-facing capacity.
Assist with developing and staffing Issue Briefs to inform national, regional, and local levels of issues that impact facility operations or third-party audits/inspections.
Responsible for ensuring successful implementation of the VASLCHCS
organizational strategic plan and project management services, as well as develop and implement innovative strategic alignments with VISN and VACO modernization efforts.
Routinely relied on for key decisions in top management policy development and implementation involving complex hospital operational issues.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience must be progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.
