Duties
Supervise Civilian Pay Technicians who process civilian pay actions and provide a full range of automated civilian payroll services to employees.
Plan and organize work to be accomplished by subordinates, establish priorities, prepare schedules for completion of work, make decisions, issue instructions and provide guidance for work performed.
Give informal training and cross-training on civilian pay entitlements, regulatory guidance, finance operating procedures and transactions processing, and keep employees informed of policies, procedures and goals of management.
Provide advice and guidance on more complex/difficult matters of the civilian processing realm, operation of the automated system, and civilian payroll system support policy, planning and procedures.
Review, comprehend and interpret a wide range of laws, policies, regulations, directives and provide oral/written recommendations pertaining to external defense civilian payroll system guidance, instructions, regulations, and audit recommendations.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-08 specialized experience is defined as: processing civilian pay actions and performing civilian pay audits and adjustments; resolving issues with data or transactions within an automated civilian payroll systems (not including time and attendance systems); and providing leadership, training and technical support to others responsible for similar work.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-09 specialize experience is defined as: providing financial advice, technical guidance, training, and assistance to team members in relation to the processing of standard and complex civilian pay actions and administration of functions utilizing knowledge of civilian pay procedures, policies, laws, and regulations; reviewing, processing, and resolving problems relating to complex civilian payroll transactions by utilizing automated civilian pay systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-09, applicants must have served 52 weeks as a GS-08 or higher in the Federal service.

Education
For the GS-08: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is
directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
