The position is located within a CPAC, organizationally aligned under the Chief Operating Officer, serving as the Insurance Verification Manager for the Insurance Verification and Pharmacy Teams. The CPAC is a regionally consolidated business entity established to increase revenue within VHA using an industry best model built on regional management of key aspects of the revenue cycle, process standardization, accountability and economies of scale.
Duties
The incumbent serves as the local CPAC's technical authority on the VHA's Insurance Verification, Pre-registration and Pharmacy Claims Processing departments and the interface with intake business processes at the medical center.
The incumbent also serves as a subject matter for national and regional training initiatives, program reviews, and software development and testing of Insurance Verification, and Pharmacy including eBusiness.
Incumbent will have management authority over 2 CPAC departments, Insurance Verification and Pharmacy. Insurance Verification is a critical front-end revenue cycle process. Insurance Verification department comprises subordinate supervisors directing the day to day work of Insurance Verification Clerks. Pharmacy claims processing is responsible for a significant portion of MCCF revenue, and comprises subordinate supervisors directing the day to day work of Pharmacy Financial Account Technicians.
Serves as the local CPAC Director's subject matter expert on diagnostic and, performance measures for IV and Pharmacy.
The incumbent will have a working knowledge of the respective facilities in the serviced VISNs.
The incumbent will provide guidance and technical assistance necessary to identify opportunities for improvement in the recovery of costs for medical care provided by the Veterans Health Administration (VHA) to certain veteran beneficiaries. In this regard, the incumbent will assist the CPAC Director in supporting the medical centers within the serviced VISNs, the Network Director, and medical center Business Office Managers and staff.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.
Compressed/Flexible: There is flexibility in the scheduled duty hours.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Actively manages reports, ensuring that any detailed reporting is completed timely and efficiently.
Provides oversight, guidance, and direction for monitoring activities designed to ensure the integrity and accuracy of insurance information contained on healthcare claims.
Identifies negative trends and develops strategies for improvement.
Manages information and analytical systems to evaluate and enhance the quality of service provided to patients.
Performs analysis of workload, patient service, and similar data to forecast future needs and initiates the necessary action to ensure efficient service delivery.
Plans work to be accomplished, and establishes and adjusts long and short term priorities and deadlines.
Identifies the developmental and training needs of employees, providing or arranging for such training and development.

To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
