You will serve as an IT SPECIALIST (APPLICATIONS SOFTWARE/DATA MANAGEMETN in the COMMUNICATIONS AND INFORMATION SYSTEMS DIVISIION, HQ IT SUPPORT SERVICE BRANCH of COMMANDER US FLEET FORCES COMMAND.

Duties

You will serve as the lead database administrator/manager and software developer. You will design, develop, and manage database systems. You will design and manage databases. You will implement performance tuning, database standards and policies to include information assurance compliance and security requirements. You will develop, implement, and manage database restore and backup strategies and procedures. You will design, develop, and maintain applications and portal technology solutions to customers. You will adhere to architectural standards, contribute to strategic technology directions, code review and documentation. You will participate in project planning session with project manager, business analysis and team members to analyze business requirements and design responsive technology solutions. You will comply with Project Life Cycle methodology and adhere to IA control policies and DoN/DoD standards throughout the design, development, and implementation of database systems and applications.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cybersecurity Workforce position in the DoD Cyber Workforce Framework (DCWF).
  • You must obtain and maintain the credentials as described in DoDM 8140.03 for specialty area 621/Software Developer Intermediate level within 12 months of appointment.
  • You must participate in continuous professional development program as described in DoDM 8140.03.
  • An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employer and supervisor.
  • Continuous professional development begins in the fiscal year after the employee has obtained both functional and residential qualification requirements.
  • You will acknowledge responsibilities in writing via command designation letter.
  • Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in application and internet programming languages such as Java-Script, Visual Basic, C#, Business Intelligence (Power BI), Python, R, Transact-SQL, and Microsoft .NET. Experience in the designing, installing, configuring, managing, and programming of databases and database management systems. Experience in coordinating efforts with other personnel in compiling, organizing and analyzing large quantities of information. Experience preparing detailed and informative system specifications. Experience conducting feasibility studies and cost-benefit analyses related to the purchase and/or implementation of information technology resources. Experience using Internet technologies, methods, standards, and management of Web Portals that involves privacy, access, cryptographic logon, and authentication. Experience in data management of backend or Cloud databases that supports web applications/sites. Experience using software engineering theories, concepts, and practices to manage the enterprise-wide implementation of new approaches to software development, such as major changes to the life cycle management and DEVSECOPS. AND Your experience must reflect skill in the following areas:Attention to Detail, Customer Service, Oral Communication, and Problem Solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring development of applications and web sites are consistent with design formatting standards and requirement complied with USFF standards and policies. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assisting and collaborating work with users and customers to ensure that policies and standards in the design and use databases are adhered to. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Advising management on trends and changes to IT Systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Diagnosing and troubleshoot issues and makes corrections or recommendations.
