About the Position: National Guard Bureau, Support Activity, Professional Education Center, Camp JT Robinson, Pulaski, Arkansas.
About the Surrounding Area: Camp Robinson is home to the Professional Education Center and its 75-acre campus consisting of 25 buildings and a total staff of approximately 420 military, civilian contractor personnel. We annually provide instruction to over 20,000 members of the military force.
Duties
Perform research, evaluates, and develops educational materials, standards, guides, methods, and aids.
Implement pilot projects to demonstrate the efficiency and effectiveness of training programs through documented application of validation, assessment, and evaluation procedures.
Prepare marketing strategy and markets new proponent training programs ARNG-wide, including briefings, articles in proponent literature, Army journals, news releases, and letters.
Plan work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work.
Conduct needs analysis / assessment studies to identify and verify identified training problems or needs of the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Standard Form 312, Classified Information Nondisclosure Agreement, is required to be filed in the employee's Official Personnel Folder (OPF).
- Work requires substantial standing before a group of students when instructing classes.
- Work requires lifting, carrying and/or transporting instructional aids and/or materials weighing 50 pounds or less, occasionally lifting 70 pounds or more with assistance;
- and may involve moving materials between buildings under occasional adverse weather conditions. Carts and dollies are available.

Basic Requirement for Supervisory Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE- Transcripts are required.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes measuring the efficiency and effectiveness of training programs through documented application of validation, assessment, and/or evaluation procedures; developing educational materials, standards, guides, methods, and/or aids for training programs using the Analysis, Design, Develop, Implement, and Evaluate (ADDIE) Instructional Systems Design (ISD) model; and reviewing programs of instruction (POI), training support material, and/or operating policies and procedures to ensure the standardized application of training strategies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
