About the Position: National Guard Bureau, Organizational Readiness Training Center, Camp JT Robinson, Pulaski, AR. ???????About the Surrounding Area: Camp Robinson is home to the Professional Education Center and its 75-acre campus consisting of 25 buildings and a total staff of approximately 420 military, civilian contractor personnel. We annually provide instruction to over 20,000 members of the military force.

Duties

Incorporate the principles of analysis, design, development, implementation, and the evaluation process into the program of instruction. Review curriculum requirements during course development to ensure that policies, procedures, and regulations are met. Coordinate instructional methods and materials to ensure collaboration across training entities and programs. Analyze training trends to provide guidance and policy advice on matters concerning development or modification of instructional materials. Validate content, instructional strategies, and expected outcomes for a training program.

IOR Basic Requirements: Individuals must have a bachelor degree or higher that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Addition to meeting the Basic Requirements above you must also meet the specialized experience or education substitution below. Specialized Experience GS-11: One year of specialized experience which includes: oversee the development of all training support packages including assessments, practical exercises, lesson plans, job aids, etc.; recommend valid training development and improvement methodologies to training center leadership for implementation into courseware; and utilize technological advancements and emerging training programs to develop courses or courseware. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Psychology or Education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Learning theory, psychology of learning, educational psychology, instructional design practices; Educational evaluation; Instructional product development; Computers in education and training. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Instructional Materials & Curriculum DevelopmentInstructional Program AdministrationInstructional Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
