The incumbent serves as a Lead Medical Support Assistant in Business Administration Service. Incumbent will be assigned to work at one of 6 locations within the VASNHS but may be required to work at other locations as necessary. The incumbent performs duties related to intake, receipt, provider clinic management and indexing of health and administrative information relating to non-direct patient duties.
Incumbent will be assigned to the Southwest Primary Care Clinic.
Duties
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES:
The Lead MSA operates in a PACT, monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work, ensuring accurate and timely scheduling of appointments, providing guidance to staff members to include changes in policies and procedures, distributing and balancing workload, creating and maintaining employee work schedules, orienting and providing on-the-job training for new and current employees, ensuring all training requirements are met, organizing the work
structure of his/her assigned areas, and acting as liaison between AMSA and clinical staff and or liaison between AMSAs and the BAS Supervisor as necessary in order to resolve day to day conflicts.
There are a vast variety of advisory and technical duties the Lead must teach to AMSAs to provide proper coverage in different clinic areas. Some of these duties include verification of physician orders in CPRS, serving as receptionist, providing telephone assistance, updating demographics and NOK information, answering telephone calls, scheduling consult and discharge follow up appointments, receiving patients on the ward/unit and initiating the admitting process, as well as routing patients to their destinations.
Qualified to assume independent responsibilities and perform in the capacity of relief Advanced Medical Support Assistant during the absence of regularly assigned employees in the PCC. Relief duty is performed simultaneously with training when necessary.
Conducts in-service training as needed, shares knowledge of new policies, procedures, or changes in the VA Southern Nevada Healthcare System activities.
Coordinates with Supervisor to achieve a program of on-going training and competency maintenance for outpatient Advanced Medical Support Assistants to stimulate individual personal growth and development opportunities.
Amends or rejects work not meeting established standards; refer to supervisor questions or matters not covered by standards and problems in meeting performance standards.
Report to supervisor on performance, progress and training needs of outpatient MSAs, and on disciplinary problems observed during the course of the workday.
Check on work in progress or spot check work not requiring review (filing) and review completed work to verify that supervisor's instruction on work sequence, procedures, methods and deadlines have been met.
Responsible for coordinating with the professional staff on all administrative matters. Instrumental in the orientation of new staff to the administrative policies and procedures of the VA Southern Nevada Healthcare System.
Make informational suggestions to supervisor concerning promotions, reassignment, recognition of outstanding performance, team and personnel needs.
Provides administrative assistance and support to Supervisory Medical Administration Specialist during scheduled and unscheduled absences and acts as an assistant to the Supervisory Medical Administrative Specialist for completion of MSA scheduling, timekeeping, certification of AMSA competencies, as well as preparation of reports and audits as indicated by leadership.

Qualifications

Basic Requirements:
United States Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Experience and Education.
(1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
OR,
(2) Education. One year above high school;
OR,
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations. In addition to the basic requirements for employment listed above, the following [education and experience] criteria must be met when determining the grade of candidates:
Medical Support Assistant (Advanced), GS-6
Experience. One year of experience equivalent to the [GS-5] grade level.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff].
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this vacancy is GS-07.
