The primary purpose of this position is to serve as a Senior Manpower Programmer and Analyst for the Air Force.
Duties
Develops Air Force total force manpower programs. Applies a comprehensive knowledge of the Planning, Programming and Budgeting System (PPBS) and Air Force organization and force structure to program manpower for initiatives addressed in programming and budgeting exercises.
Serves as Senior Staff Analyst on the Air Force manpower program. Provides the Directorate with objective assessments of the effectiveness and efficiency of agency programs. Provides expert analysis of a wide range of comprehensive and difficult to define programs.
Performs an agency management advisory role. Applies a wide range of quantitative and qualitative methods for assessing the impact of manpower programs in support of AF-wide long-range goals and objectives.
Represents the Directorate in a wide variety of contexts. Establishes, develops and maintains contact with appropriate officials from various organizations with the Defense establishment, including OSD, Army, Navy, and the Defense Agencies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include develops manpower programs; applies Planning, Programming and Budgeting System (PPBS) and Air Force organization and force structures to program manpower for initiatives addressed in programming and budgeting exercises; provides objective assessments of effectiveness and efficiency of programs; provides expert analysis of comprehensive and difficult to define programs; applies planning, programming and budgeting regulations, guidelines and processes; uses analytical methods and techniques; designs and conducts comprehensive management studies with broad boundaries; develops, interprets and resolves issues related to PPBS and organization mission accomplishment; applies manpower/personnel program management strategies and concepts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert Knowledge of manpower/personnel program management strategies and concepts related to Air Force military structures and missions.
2. Knowledge of the Defense Authorization Amendments and the base Realignment and Closure (BRAC) Act.
3. Expert knowledge of management analysis principals and techniques and quantitative methods of program evaluation and assessment.
4. Knowledge of missions, roles and functions of Air Force organization and programs.
5. Skill in analyzing issues and formulating alternative solution to broad, mission related problems.
6. Skill in written and oral communication. Ability to use commercial office and analytical software packages.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
