This position is located in U.S. Agency for Global Media, Office of Policy and Research. The incumbent serves as Journalist Advocacy Liaison to oversee efforts throughout the agency related to journalist safety and crisis response.

Duties

As a Journalist Advocacy Liaison, you will be responsible for duties to include, but are not limited to: 1. Tracks and oversees crisis situations: Gathers and organizes all communications and documents including information from the Office of Security, Department of State, U.S. Embassies, Non-Governmental Organizations (NGOs), USAGM networks and offices, press reports, wire and reporting services, and other organizations with relevant information. Tracks results of crisis response efforts, maintaining detailed documentation in order to inform periodic reviews of steps taken and any needed adjustments. Seeks input throughout USAGM - including from the International Coordinating Committee (ICC), USAGM senior and program-level staff, the International Broadcasting Advisory Board (IBAB), grantee boards, and others. Ensures information is widely shared and efforts are coordinated across silos. Prepares and delivers briefings on crisis situations at scheduled Emergency Action Committee (EAC) briefings. Prepares and distributes regular and timely updates to the USAGM Chief Executive Officer (CEO), EAC, ICC and IBAB on crisis situations and steps being taken. 2. Coordinates efforts to support and assist journalists and other USAGM media workers who encounter threats, physical harm, censorship, detention, imprisonment, or other related challenges, and to prevent future harms: Works with USAGM and other networks to coordinate efforts to develop programs and relationships that support journalists, including outreach to the UN, press freedom groups and other NGOs, other media outlets, and to U.S. and foreign embassies in support of visa and other needs. Works with networks to pursue external funding options to support relocation, medical or other costs and to locate appropriate local legal counsel. Coordinates efforts among networks, as relevant. Works with networks and mission support offices to establish and document policies and procedures for use of federal funds in support of media workers who are threatened or harmed. In coordination with networks and mission support offices, determines needs for additional funding mechanisms or spending authorities to support USAGM media workers under threat. Researches and writes necessary budget and appropriations language in support of new funding and authorities. Coordinates with federal networks and mission support offices on contracting best practices for journalist safety, including new provisions in direct contracts and options for working with third party firms to provide insurance and other support. Works with networks to explore any additional needs for safety training for freelancers, including those provided by NGOs or other external parties. Stays abreast of threats to press across USAGM's target markets, in order to anticipate or quickly respond to developments.

Requirements

  • You must be a U.S. Citizen or U.S. National
  • This is a non-sensitive high-risk position. If selected, this position requires the completion of the SF-85P.
  • Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a union agreement.
  • The full performance grade level for this position is GS-13.
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. To qualify for the GS-13 level: Applicant must have at least one (1) year of specialized or equivalent experience at the GS-12 level or equivalent in the federal government or private entity. Specialized experience is experience involving the following: Experience in creating plans or strategies for putting crisis operations programs and/or operational tasks into action. Experience performing advocacy activities to combat censorship or other threats to freedom of the press. Experience conducting in-depth research and analysis to develop sources of funding. Experience establishing collaborative relationships with federal agencies, non-governmental organizations, host country representatives, or private sector organizations. Experience and ability to develop briefings to communicate complex matters to organization executives and senior officials, and internal and external stakeholders.
