The incumbent serves as a Change Management Agent in the Director's office of the Regional Office to create and implement change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency.

Duties

The Change Management Agent works in the Director's office of the Regional Office to create and implement change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency. The incumbent develops a change management strategy based on a situational awareness of the details of the change and the groups being impacted by the change. The incumbent is responsible for assisting the RO Director in assessing priorities and resource needs to meet program objectives through the development and execution of stakeholder communication, relationship management, and organizational change management strategies. Specific Duties Include: Assists the Director in the development of plans to meet objectives and monitors progress toward achievement of approved objectives. The broad scope of duties includes strategic planning, assisting in the implementation of revised organizational structures, and designing and conducting studies of various complex processes, including employee utilization, resource allocation and delegations of authority. Findings and recommendations are forwarded to the Director for consideration. Serves as a liaison between the Operations Center (OC) and the RO. Makes recommendations to the OC that may influence VBA policy and may change the direction of the agency's strategic plan and implementation of the initiatives. Regularly apprises the Director of initiative status and recommends when intervention is necessary. Assists the Director in developing a change management strategy to include communication plan, implementation of a roadmap, coaching plan, training plan and resistance management plan. The incumbent provides sound advice and guidance to station management in achieving the RO's objectives. Identifies strategies for implementation of new and innovative programs aimed at highlighting and improving mission effectiveness. Maintains, adjusts, and recommends short and long term plans as required by changes or evolution in mission and objectives. Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director. Partners with the project management team, OI&T, the OC, and appropriate business lines to develop change management plans for each project; evaluates and positively influences rollout timing and scope to suit business needs; ensures that appropriate business lines are engaged in change management planning; provides detailed input to project implementation plans. Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives. Assists in the formulation of action plans to track RO progress with respect to implementation goals and facilitates work or program reviews to improve results. Responsible for continuous communication of results to Director, Management and the OC. Provides support and recommends solutions to the Director on significant issues that include, but are not limited to; process improvements, policy development and implementation, station issues, RO goals and objectives, internal controls, external factors, and the preparation of a variety of reports to the Director, VA Central Office, and Office of Field Operations and the OC. Prepares for the Director's review and signature, a variety of memorandums, letters, and other written communications. Participates in meetings with union and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact to staff. Completes, with minimum supervision, ad hoc assignments as required. These requests are frequently general and unstructured, but priority in nature. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Note: You must have at least one year of specialized experience equivalent to the next lower grade level in the normal line of progression of this position in the Federal Service. SPECIALIZED EXPERIENCE: In addition to Time-in-Grade requirements, your application documents must also demonstrate that you meet the specialized experience requirements. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically IN OR RELATED TO the work of this position. GS-11 Level: One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. For this GS-11position, specialized experience is defined as experience with development and coordinating, effectively organize and develop written correspondence and communication, oral presentation, and written communication under more than normal supervision. Education Substitution: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR Combination of specialized experience and education Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (36 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS11 grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. GS-12 Level: One year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. For this GS-12position, specialized experience is defined asexperience development and coordinating, effectively organize and develop written correspondence and communication, oral presentation, and written communication. There is no education substitution for the GS-12 grade level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 Level: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.All education claimed by applicants will be verified upon appointment.
