This position serves as a Human Resources Specialist (Executive Resources Manager) and is responsible for implementing and administering talent acquisition, talent management, and performance management initiatives and activities for the AOC executive cadre.  Services include all aspects of onboarding, talent acquisition, performance management, and compensation administration.

Duties

Reporting to the Chief Human Capital Officer (CHCO), the Executive Resources Manager will have tactical and strategic responsibility for overseeing the employee life cycle for AOC’s senior executives including talent acquisition, onboarding, performance management, talent development, succession planning and compensation and benefits administration.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.  You must meet all eligibility and qualifications requirements by the closing date of the job announcement.  Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions.  It is available for your review on the OPM web site at OPM qualification standards   Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level.   Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.  Examples of specialized experience include the following: (1) Planning, organizing, and overseeing an executive resources program for senior executives; (2) Analyzing recruitment needs and formulating effective and innovative recruitment strategies to meet workforce requirements; (3) Building relationships and providing responsive, detail-oriented and follow-through customer service; (4) Knowledge and ability to use human resources information systems, including applicant tracking and talent acquisition systems; and (5) Applying a wide variety of the Office of Personnel Management (OPM) regulations, guidance and standards to include the Guide to the Senior Executive Service, General Schedule Qualification Standards, and pay systems.

Education

There is no educational requirement for the Human Resources Management series (0201); however a Bachelor's degree or higher from an accredited college or university is preferred.
