This position serves as the Director of Quality Management for the Hopi Health Care Center (HHCC), in Polacca, Arizona and will oversee and coordinate all administrative management and support services for the Quality Management Department.
Duties
Supervisory & Executive Leadership:
Works with members of the facilities leadership team and other hospital personnel to provide quality management services.
Participates and develops strategic plans; develops long-range goals, annual objectives, and strategies to meet the healthcare goals of the organization. Develop new insights, encourage new ideas and innovation, design and implement new programs/processes. Formulate objectives and priorities and implement plans consistent with the long-term interest of the organization; support and advocate the need for process change.
Nursing Duties:
Oversees the Infection Prevention and Control program at the HHCC by working to develop and implement an infection prevention program to decrease the risk of infection for patients and staff.
Oversees the Nursing Education program at the HHCC by working to develop and implement a Nursing Education program to ensure that nursing personnel receive adequate, timely, and beneficial education.
Quality Management Program Duties:
Provide leadership in the development and measurement of the health care center's approach to quality performance improvement (PI) and medical safety.
Initiate, oversee and integrate a comprehensive medical safety program as a component of hospital quality services to improve the safety of patients, visitors, and employee.
Coordinate and oversee data collection and analysis, reporting, improvement activities, and follow-up related to medical errors.
Qualifications

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications and Selective Placement Factor stated below.
MINIMUM QUALIFICATIONS, GS-14:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Planning, analyzing, integrating, and providing management of quality management programs in a healthcare setting; serving as a consultant and advisor on legal and regulatory issues and strategic execution; participating in decision and policy making for hospital programs and healthcare delivery systems; improving and managing organizational performance; identifying, investigating, coordinating, resolving and following up on issues involving the quality of patient care; assisting all divisions to develop and review performance improvement plans, reports and data collection, and developing and meeting regulatory requirements for performance improvement, joint commission, Centers for Medicare and Medicaid services and other accrediting and regulating agencies.
SELECTIVE PLACEMENT FACTOR: In addition to the basic requirements and minimum requirements, the following minimum experience is determined to be essential to perform the duties and responsibilities of the particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration.
Must have a minimum of two (2) years of experience as Director of Quality Management (for a comparable sized facility or larger) with primary responsibility for accreditation by The Joint Commission (TJC). Experience must have been serving in the primary executive leadership role responsible for accreditation. (Experience serving as the organizational lead for compliance, infection control, clinical informatics, and safety is preferred.)
