This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Development Impact Division. As a Managing Director for Impact Management, you will be responsible for developing and leading the implementation of DFC's impact assessment and providing strategic input to the monitoring strategy for direct investments in projects and companies or for investments in financial institutions and funds.
Duties
Directs the development impact assessment of potential investments as part of the screening and investment due diligence process, in alignment with the IQ methodology, global standards, principles, and tools.
Reviews and approves development impact clearances for individual investments, ensuring consistency across sectors and alignment with the IQ user guide, relevant policies, and procedures, and, where relevant, criteria for 2X certification.
Provides input to the Monitoring and Data Analysis Managing Director in defining DFC's approach to impact management and monitoring for direct investments or investments in financial institutions and funds in alignment with ODP's policies and procedures.
Coordinates impact monitoring efforts with the Environmental, Social, and Economic teams in ODP, and across DFC's monitoring functions.
Supervises a team of Impact Management and Monitoring Specialists.

Requirements

- Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service

- Must be able to obtain and maintain a secret security clearance
- This position will require foreign travel to developing countries
Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to 1) Lead a team; and 2) Review development impact clearances for individual investments and provide edits/feedback to ensure consistency and alignment with relevant policies, procedures, and/or methodology.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
