About the Position: This position conducts, performs analysis, development, and application design. It is located at Human Resources Command (HRC), Enterprise Modernization Directorate (EMoD), at Fort Knox.
Duties
Provide high-level technical expertise.
Responsible for development of client/server Application and WEB Applications.
Develops and designs entirely new or modifies existing program layouts, inter- relationships, sequences, and internal logic.
Coordinate development of system documentation for complex assignments in accordance to policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position requires the employee to occasionally travel away from the normal duty station up to 25% of the time. Travel may be required to attend training, conferences, and other mission requirements.
- Must possess and maintain IA certifications baseline and computing environment incumbent to their position within six months IAW DoD Directive 8570.1-M, AR 25-2 and the Information Assurance Training and Certification Best Business Practice (BBP).
- Permanent Change of Station (PCS) cost is not authorized.
- This is an obligated position.

Specialized Experience:
To qualify based on your work experience, the resume must describe at least one year of experience equivalent to the GS-09 grade level which prepared you to do the work in this job. Specialized experience is defined as: Experience in systems analysis and design techniques including data and process modeling, alternative design approaches relevant to the application area, configuration management, computer equipment requirements to carry out studies to advise on the merits of proposed applications, designs, and design changes and effective techniques for prototyping iterative development using Rapid Application Development concept and Object Oriented Programming methodology.
The OPM Qualification Standard provides the following definition: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others.
(2) Customer Service -Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations;knows about available products and services;is committed to providing quality products and services. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education

A Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree.
