As an Attorney-Advisor at the GS-0905-14/15, you will be part of the Office of Commissioner Kotagal, Equal Employment Opportunity Commission. If selected, you will be responsible for advising the Commissioner on policy and legal matters, assisting the Commissioner in effectively discharging the legal activities of the office, and performing a variety of confidential assignments and duties.

Duties

Reviews highly complex cases to make recommendations for appropriate actions such as preliminary court relief, amicus participation, interventions and direct suits. Performs high level liaison assignments on matters of special concern, involving contacts with officials prominent in business, unions, civil rights organizations, educational institutions and Federal, State, and local governments. Makes recommendations to the Commissioner on appropriate legal actions and drafts legal responses to inquiries received. Analyzes and reviews EEOC decisions and subpoena determinations in order to inform the Commissioner of their impact on program operations. Reviews highly complex Federal employee discrimination cases and appeals emanating from the Office of Federal Operations to recommend appropriate action. Advises the Commissioner concerning filing of the Commissioner's charges and other matters involving relevant laws. Acts as a liaison between the Commissioner, Office of the Chair and the Vice Chair, other Commissioners, and senior staff of EEOC. Drafts speeches, talking points and other materials as directed by the Commissioner.

Requirements

  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Must have an Active BAR Membership in Good Standing. If selected, must maintain active bar membership in good standing while employed as an attorney with EEOC
  • This position is in the Excepted Service

Qualifications

For the GS-14:You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have 3 years of professional legal experience with at least one year being equivalent to the GS-13 level. For the GS-15: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have 4 years of professional legal experience with at least one year being equivalent to the GS-14 level. Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
