This position is located in the Government Accountability Office. You will be responsible for assisting GAO's management with relations in the domestic and international public sector audit community and with GAO's strategic planning and foresight function. The position will help manage programs and projects such as the International Journal of Government Auditing; multilateral and bilateral international relations programs, and initiatives for senior leadership.
Duties
As aInternational Relations Program Manager, PT, 0301, 3, your typical work assignments may include the following:
Providing stewardship, management, and vision for of all aspects of the International Journal of Government Auditing.
Advising the Comptroller General, the SPEL Managing Director, the Journal President, and its Board of Directors on the strategic direction and stewardship of the Journal, including its content, financial matters, travel, technology, and international collaboration. Designing and conducting comprehensive reviews of related SPE International activities and products, recommending, coordinating and implementing revisions and changes in policies and operations.
Operating independently to prepare speeches, reports, and briefings for the Comptroller General and Journal President, including to the INTOSAI Congress, Governing Board, and Policy, Finance, and Administration Committee. These work products require complex analysis and data on the financial status of the INTOSAI Journal and other initiatives.
Serving as the Vice President of the Journal. This requires developing outreach strategies in coordination with international partners and making recommendations to the Journal Board and President on technology and related acquisitions, implementing outreach strategies, and providing sound stewardship of Journal resources in accordance with appropriate internal controls.
Representing GAO and the Journal internationally at key meetings of INTOSAI, its regional and sub-regional bodies, and related events and symposia.
Soliciting and editing content for the Journal in coordination with key international partners while maintaining productive working relationships with INTOSAI members and leadership.
Managing the Journal's quarterly editions and electronic content. This requires taking overall responsibility for meeting the needs of the Journal's audience through the development of timely and informative articles that reflect key trends and topics in the public sector accountability profession. In addition, this requires managing an external contractor to ensure the technical and aesthetic quality of online content (website design, hosting, and maintenance) in the five official INTOSAI languages. This requires maintaining a network of key international contacts that includes native speakers of each language to provide quality control.
Planning and implementing social media initiatives to engage the public sector auditing community.
Leading initiatives of INTOSAI members, its regions, and sub-regional bodies in enhancing communication via the Journal and other INTOSAI working bodies.
Leading GAO volunteers in covering international meetings for the Journal, preparing related content, and managing social media efforts.
Managing multilateral and bilateral international relations projects, programs, and initiatives for the Comptroller General, the SPEL Managing Director, and the SPEL International Relations Director.
Representing GAO on the development and implementation of the INTOSAI communication strategy and related task forces.
Leading GAO volunteers in analyzing and reporting on the alignment of GAOs work with the United Nations Agenda 2030 and the Sustainable Development goals.
Qualifications
You may qualify at the BAND 3 level if you fulfill the following qualification requirement:
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower band level equivalent to the PT-II, PE-II, or GS-13 in the Federal service. Specialized experience for this position is defined as directing overall operations, financial management, and outreach strategies for a domestic or international journal and or multilateral/bilateral international relations projects.
