These positions are located in the Pension Management Center or Veterans Service Center of the St. Paul Regional Office. The incumbent independently analyzes correspondence and requests for information, researches, expedites actions, and responds or prepares written responses on behalf of the Regional Office Director. The incumbent evaluates problems and issues for trends and recommends improvements to operations.
Duties
The Congressional Liaison communicates with congressional aides and other outside entitles to resolve inquiries about difficult cases and answer questions about VBA benefits. Cases may require the Liaison to interact with one or more offices: The Office of the Director, Fiduciary Hub, PMC, team coaches, team members, and other division chiefs of the RO. The Liaison also speaks to groups of congressional constituents to explain benefits and services available. The Liaison represents the Chief and Assistant Division Chief as guest speaker and panelist. The Congressional Liaison performs, but is not limited to, the following duties:
Reviews all Congressional, White House, Secretary, and other special inquiresreceived by letter and telephone.
Responds to all inquiries by telephone or in writing.
Researches and analyses inquires to determine the correct course of action.
Provides information pertaining to services and benefits available to Veterans.
Develops and processes claims to assist in the completion of the inquiry.
Promotion Potential: This position is being announced at the full performance level.
Work Schedule: Standard 5 day, 8 hours, full time (40 hours a week); Hours may vary to effectively carry out the mission.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 level or higher. Specialized experience is defined as:
(1) Counseling customers and/or Veterans, their dependents and their beneficiaries regarding their benefits.
(2) Serving as a liaison between government personnel (inside and outside the organization),representatives of business and industry, trade and professional associations, themedia, or the public.
(3) Analyzing submitted claims and initiating action to obtain all required evidence to support the claim. Conducting comprehensive discharge briefings to large groups.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related, demonstrating the competencies necessary to do the work of the position

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements:The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
