THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (UNIT DEPLOYMENT MANAGER), Position Description Number D2163000 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. Duties

As a SECURITY SPECIALIST (UNIT DEPLOYMENT MANAGER), GS-0080-09, you will direct, obtain, maintain, and provide for proper usage of Security Forces equipment in order to meet unit objectives. Manage Security Forces (SF) equipment accounts. Perform trend analysis of past utilization of supplies and other materials to identify and determine future requirements. Manage and direct programs in support of SF deployment requirements. Operate and manage SF storage facilities, to include geographically separated units and training sites. Perform vehicle control responsibilities. Provide munitions forecasting data for SF requirements in coordination with the NCOIC of Combat Arms. Perform and enforce the full range of SF duties within the military installation. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: Enlisted E1-E7 Supervisor for this position is MSgt Michael Dawson Manpower # L1045640 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: GS-09 (Level Two) Applicant must indicate at least 24 months of knowledge and experience in directing, obtaining, maintaining, or providing for proper usage of Security Forces equipment in order to meet unit objectives. Experience included the tracking of operational and performance data on tools and equipment to provide feedback for appropriate activity. Experience in the procedures for repairing tools and equipment and processed timely calibration of equipment. Experience in performing liaison duties with US Army, Air Force, and other federal agencies to ensure proper acquisition, use, and maintenance of major equipment items required to support the unit. Experience in developing plans for the use of physical security equipment that ensured the most efficient and economical combination of manpower and equipment. Competent in implementing Department of Defense, US Army, or US Air Force policies and plans. Experienced in coordinating and monitoring short and long term equipment requirements. MEDICAL REQUIREMENTS Series GS-0080 applicants must have the capacity to perform essential functions and operations without risk to themselves or others. Must have normal color vision; and, must meet the military physical demand ratings for lifting and standing work. Must physically qualify in compliance with Department of Defense, along with the Department of the Army- or- Department of the Air Force medical standards, as required/specified by the applicable Army or Air Force military skill medical requirements. OTHER QUALIFICATION REQUIREMENTS Dependent on the authorized full-time position's organizational location and its required compatible manpower directed military skill assignment, applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; or, must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment. 1. The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment. 2. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. 3. Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives. 4. Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships. 5. No record of claustrophobia or claustrophobic tendencies. 6. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and drug test. 7. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
