The primary purpose of this position is to as a Lead Human Resources Specialist in Human Resource Development with responsibility for planning, developing, and carrying out the full range of employee development and management advisory services for assigned organizations typified by complex organizational structures and dynamic, professional and/or scientific missions.

Duties

Serve as Lead Human Resources Specialist (Human Resource Development). Provides human resource development guidance to managers for assigned organizations of a complex nature. Serves as a professional staff advisor to the Employee Department Manager (EDM) for analyzing and responding to education and training requirements and/or new programs to ensure adequate training is developed and/or identify deficiencies in programs. Independently approves/disapproves all requests for civilian employee development and training services regardless of funding source, (central, vendor, or organizational). Prepares written correspondence and other documentation.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position Group Coverage Standard. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes planning, researching, applying Human Resources (HR) training development policies, and regulations. Identifying and evaluating HR training requirements and course providers while providing interpretation and guidance on training policies. Identifying and analyzing HR workforce development data, training requirements, and completed training requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of the overall center mission, goals, rules, regulations, policies and procedures. Knowledge of the unique mission requirements and policies in associate organizations services by the Customer Support Section. 2.Extensive knowledge of the Office of Personnel Management (OPM), DOD, USAF, AFMC, and local training and development policies, regulations and guidance such as AFI 36-401 Installation Training Guide. 3. Superior oral and written communications interpersonal skills are required to deal effectively and tactfully with complex issues and differing views held by senior level military and civilian personnel. 4.Ability to make informed judgments on problems and issues and perform advisory services for problems relating to employee development policies and processes. 5.Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of training programs. 6.Ability to relate findings of various analysis studies to improve the performance of the professional workforce. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
