This position is located at the Chief Financial Officer, Director, Budget and Finance, Billing Branch at the Albuquerque Service Center for the USDA, Forest Service. The incumbent will be responsible for conducting financial management analysis of complex administrative processes; e.g., budgetary, financial, procurement and property management functions.

Duties
Analyzes processing flows, integration of external system interfaces and internal subsystem modules, and recommends improvements in control techniques.
Identifies problems and discrepancies, determines if adjustments or corrections are required, and takes necessary action to correct and produce reports
Prepares supporting schedules, justifications, and related documentation as required by OMB, Treasury, and/or the Department of Agriculture to ensure data consistency and integrity.
Reviews financial management policies, practices, and procedures that guide primary office financial work, identifies those guidelines that are in need of revision, develops recommendations for changes, and analyzes the impact of change.

Qualifications

Specialized Experience Requirement:
For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as two or more of the following: assisting in validating financial data using well-established accounting principles and practices; and/or extracting budget or program data from computer printouts of accounting records, forms, and reports; and/or preparing routine financial reports, fact sheets, or correspondence that provided financial information. OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as two or more of the following: performing a variety of analytical work that involves identifying, researching, analyzing, and monitoring financial management records; and/or preparing straightforward reports and statements that contain timely, accurate, and essential financial management information; and/or reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the financial information. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
