You will serve as a FINANCIAL MANAGEMENT ANALYST as a member of the CORPORATE BUDGET TEAM in the BUDGET DIVISION, COMPTROLLER DEPARTMENT of NAVAL SURFACE WARFARE CENTER, PORT HUENEME DIVISION.

Duties

You will develop Manpower phasing plans, formulate overhead budget requirements, develop rates (Stabilized Billing Rates, Service Cost Center Rates, Direct labor Rate, acceleration rate). You will continually monitor budget execution and develop forecasting models. You will measure Command performance and develop reports, briefs, and recommendations for corrective actions to meet financial targets. You will review Purchase Requests and provide advice on the use of funds to support the organization's programs and activities in accordance with the policies and principles of Appropriation Law. You will formulate budgets and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will be the technical expert to all phases of budget execution and administration in accordance with Navy Working Capital Fund (NWCF), DoD Financial Management Regulations (FMR) and other applicable financial regulations.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For the GS-11 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial data to evaluate financial performance and develop recommendations for management review. For the GS-09 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing financial management software to analyze financial data and monitor compliance with fiscal laws, regulations, and procedures. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 grade level:

• Successful completion of a Ph.D. or equivalent doctoral degree; OR
• Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
• Successful completion of an LL.M. degree that is related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience. ?

For the GS-09 grade level:

• Successful completion of a master's or equivalent graduate degree; OR
• Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
• Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.
