The primary purpose of this position is to serve as a focal point and technical expert for all strategic and comprehensive planning within the Utah Test and Training Range.
Duty Title: Assistant Director of Operations for Strategic Planning
Duties
Provide expert level technical advice for formulation broad strategies, planning, developing new approaches and implementing advanced analytical and evaluative techniques, for conducting often through teams, a wide variety of comprehensive studies for the UTTR.
Communicate and integrate the UTTR's strategic plan, mission, vision and values into the unit's strategies, goals objectives, work plans and work products and services.
Provide complex management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, programming, and budgeting System cycles and development of annual work plans, and/or commercial activity within the UTTR whose operations are interrelated and unstable.
Prepare and deliver oral presentations such as briefings, consultations, strategy and training sessions.
Provide expert guidance to management regarding the organizational Performance Management Program for complex, diverse organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes analyzing and evaluating the effectiveness of program operations. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources. Knowledge of major issues, program goals and objectives, work processes and administrative operations of the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of Air Force test and training programs goals, objectives and regulations as well as the relationship of the various range entities involved in overall planning and execution of realistic combat test, evaluation and training environment.
Knowledge and skill in the application of DoD, joint, and Air Force management principles, concepts, methodologies, management directives, concepts, procedures, guidance, management directives and policy necessary for conducting and controlling complex studies.
Knowledge of financial, resource, safety and security regulations, practices, and procedures.
Skill in conduction interviews with supervisors and employees to obtain information about organizational missions, function and work procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings.
Work Environment: Most work is performed in a properly heated and ventilated , air conditioned, and well-lighted office setting.
