Duties
This position is located on the Audit and Review Staff, Resource Management and Planning, Executive Office for United States Attorneys (EOUSA), U.S. Department of Justice (DOJ). If selected for this position, you will be responsible for both policy analysis and development, as well as designing, implementing, and maintaining document management solutions that promote the efficient and effective operation of financial activities across the United States Attorney community.
Typical duties include:
Provides a range of analysis and evaluations of specific elements of the Detail Management Program, i.e., budget, staffing, travel, or entitlements.
Reviews and analyzes the detailee program budget for compliance with established policies and establishes control procedures to assure that the monetary limitations are not exceeded. Prepares and reviews Memoranda of Understanding (MOU) and related supporting documentation, ensuring that all clauses meet DOJ and Office of Personnel Management (OPM) regulations, policies, and procedures.
Assists and advises detailees regarding entitlements at the start of the detail and works closely with detailees for the duration of the detail assignment as required. Provides assistance and information in response to questions related to such issues as housing, travel, transportation, leave, relocation, and similar administrative issues.
Prepares and/or reviews the preparation of travel authorizations and vouchers for detailees, ensuring that all requirements in the Federal Travel Regulations are met. Ensures travel expenditures are charged against the proper accounting codes by reviewing various financial systems reports and resolving any discrepancies.
Reviews MOUs and negotiates special and unique provisions, as applicable, and secures appropriate approvals. Ensures detailees have been briefed and that information relating to entitlements and restrictions have been accurately communicated at the start of the detail.
Monitors reimbursable details to ensure reimbursement from other agencies is received. Performs cost analysis, taking into consideration such factors as cost of travel, meals and incidental expense allowance, lodging allowance, reimbursement for Federal, state, and local income taxes, and other similar special circumstances, to determine cost-effectiveness of the program in meeting established goals and objectives.
Implements approved procedural and policy changes by developing and resolving any discrepancies. Advises senior management when unusual issues arise which may have an impact on established policies.
Analyzes, extracts, summarizes, and identifies significant trends and prepares programmatic reports, justification, charts, graphs, statistical and narrative data, for top level presentations and briefings to Department leadership, OPM and other stakeholders regarding the use of detailed employees to/from the DOJ and other Federal agencies.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications
GS-09: To be qualified at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level in federal service.
Specialized experience is defined as: Experience analyzing and evaluation of specific elements of the Detail Management Program, i.e., budget, staffing, travel, or entitlements. Research and provide information regarding entitlements as required to assist in providing information to detailees and participating agencies, related to such issues as housing, travel, transportation, leave, relocation, and similar administrative issues. Perform cost analysis, taking into consideration such factors as cost of travel, meals, and incidental expense allowance, lodging allowance, reimbursement for Federal, state, and local income taxes, and other similar special circumstances, to determine cost-effectiveness of the program in meeting established goals and objectives. Utilizes a detailee tracking database system to keep track of all activities related to the program. Ensures quarterly obligation reviews are conducted and the results are documented consistent with financial management and audit requirements.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
Superior Academic Achievement: Possess a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society.

Combination of Specialized Experience or Education: Combination of specialized experience as described above and education as described above in which when combined equal 100% of the requirements. In order to qualify based on a combination, graduate level education must be in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
