The Greater Los Angeles Healthcare System is hiring one (1) Administrative Officer for the Medicine Service. The incumbent will have responsibility for the daily administrative and managerial activities taking place within the Medical Service and is accountable for consistency and managerial administrative operations in support of standards of delivery of patient care.
Duties
Duties include but are not limited to:
Develop both short and long-range policies and plans for the organization by coordinating the administrative management needs.
Perform staff support work in short and long-range planning efforts.
Represent Medical Service at meetings with Veterans Affairs Central Office (VACO) or Veterans Integrated Service Network (VISN) officials, completing follow-up assignments as appropriate and may be involved in drafting of new policies and/or directives which may have broad implications and successfully defend proposals.
Obtain consensus among impacted Medical Service staff on proposed policy implementation.
Direct and assist Healthcare System staff in administrative, management analyses, and development of reports pertaining to program plans, development operations and assessments of any planning of the facility's activities.
Maintain program requirements/validation criteria for assigned organizations.
Monitor quality of patient care in the Medical Service, i.e. Allergy/Immunology, Cardiology, Cardiovascular Technologists, Center of Excellence, Emergency Medicine, Endocrinology, Gastroenterology, General Internal Medicine, Genetics, Hematology/Oncology, Hospitalist, Infectious Diseases, Integrative Medicine, Nephrology, Palliative Care, Primary Care, Pulmonary/Critical Care/Sleep, Rheumatology, Respiratory Therapy, and Women's Health both inpatients and outpatients.
Provide complex advisory services essential to enable managers and supervisors to properly plan, develop, organize, manage, and evaluate service line programs.
Develop background and management options available lo deal with complex Healthcare System planning and implementation problems.
Provide leadership and guidance in determining the resource needs of all organizational elements, distributing initial resource allocations, and adjusting resource allocation as dictated by a change in program needs.
Develop the need for and maintains an awareness of available resources, and makes recommendations regarding needs, distribution or redistribution of these resources.
Provide leadership and participates in developing internal policies and programs concerning operational clinical matters for VAGLAHS.
Establish criteria for unique or special programs.
Establish standards for quality and productivity, directs program implementation. Monitors proper use of clinic grid and patient access.
Ensure timely documentation of patient care i.e. closure of encounters, clinical documentations and discharge summaries.
Work Schedule: Monday-Friday from 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: In addition to the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services and document control; developing short and long-range policies and plans; providing complex advisory services essential to enable managers and supervisors to properly plan, develop, organize, manage, and evaluate service line programs; compiles final reports and evaluation efforts; independently initiating projects/studies, and providing key staff support for complex planning and budgetary issues; complies with all directives and special requirements in preparing annual and cyclic budget documents; provides advice on all aspects of the assigned budget area. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard.
